Rewards And Punishment system against Foreign Students（for trial implementation）
一、总则
General Principles
第一条为维护正常的教育教学和生活秩序，加强校风校纪建设，保障留学生身心健康，促进留学生全面发展，特制定本条例。
Article 1 These rules are created for maintaining a normal teaching and living order, building school environment, guaranteeing foreign students’ welfare and promoting their all-round development.
第二条本条例适用于我校在籍的全日制留学生。
Article 2 These rules are applicable to the full-time foreign students.
二、处分的种类和运用
Disciplinary Punishments and Their Application
第三条对有违法、违规、违纪的留学生，学校根据其情节轻重、认错态度、悔改表现等，给予批评教育或者纪律处分。
Article 3 Foreign students who violate laws, rules or disciplines, are to receive criticism or disciplinary punishment according to their attitude.
第四条纪律处分的种类分为：（一）警告；（二）严重警告；(三)记过；（四）留校察看；（五）开除学籍。
Article 4 Disciplinary punishment is classified into “warning”, “serious warning”, “record demerit”, “under observation”, “expelled”.
第五条有下列情况之一，可以从轻处分：
Article 5 Punishment can be alleviated for the following persons:
(一)在规定期限内主动去有关部门承认错误并如实交代错误事实，及时悔改，态度较好者。
For those who admit their violating behaviors and give repentance with good attitude in time.
(二)主动检举、揭发他人的违纪行为，积极协助学校或有关部门处理问题者。
For those who expose others’ violating behaviors and give school assistance.
(三)有突出立功表现者。
For those who make clear contributions
(四)平时一贯表现优秀，违纪属初犯，违纪后能迅速挽回损失并坚决改正者。
For those who are good foreign students and make the first violating behavior and can make up for the loss with a strong promising.
(五)被他人胁迫或诱骗参加违纪行为者。
For those who are intimidated or induced to make the violating behaviors
(六)在违纪行为过程中主动放弃违纪行为并积极防止不良后果发生者。
For those who cut off violating behaviors and prevent the bad result positively.
第六条凡受警告以上处分者，当年不得参加奖学金的评定和享受其他荣誉待遇。
Article 6 Foreign students given “warning” or higher-level punishment are deprived of the privilege of obtaining scholarship or other honors.
三、违纪行为和处分
Violating Behaviors and Punishments Category
第七条对违反我国法律、法规或受我国司法部门或其他执法部门处罚者，视情节轻重，分别给予下列处分：
Article 7 Those who violating Chinese laws and rules or other judicial stipulations are given the following punishment respectively:
(一)触犯我国刑法、被依法追究刑事责任者，给予开除学籍处分。
Those foreign students who violate criminal law and are imposed criminal responsibility are to “expelled”.
(二)因犯罪已被我国司法机关立案侦查，犯罪事实清楚，但因种种原因被免于刑事处罚或免于起诉者，给予留校察看处分。
Those foreign students who are registered by judicial organs with obvious criminal fact but are free of punishment and prosecution, are to be given “under observation””
(三)违反《中华人民共和国治安管理处罚条例》，被公安机关处以警告、罚款者，情节较轻，给予警告或严重警告处分；情节严重，给予记过或留校察看处分。
Those foreign students who violate Regulations on Administrative Penalties for Public Security are imposed “warning” or penalty by public security organs, are given “warning” or “serious warning” if the behavior is light, and are given “record demerit” or “under observation” if the behavior is serious.
(四)违反《中华人民共和国治安管理处罚条例》，被公安机关处以拘留者，给予开除学籍处分。
Those foreign students who are imposed custody by public security organs are “expelled”.
第八条扰乱学校正常教学、工作、生活秩序；扰乱课堂、宿舍、食堂、礼堂、体育场所或其他公共场所秩序；不服从工作人员的正常管理或刁难、辱骂、围攻管理人员；故意在校园内敲击摔砸酒瓶等物品；在学生宿舍区、课堂、饭堂、活动中心等公共场所乱喊乱叫、乱泼污水或用手电筒乱照等；有上述行为之一者，视情节轻重给予以下处分：
Article 8 Disordering the teaching, working or living, destroying the public order in classroom, canteen room, dormitory, auditorium, stadium or others; disobeying even offending the administrator; breaking bottles on some of a purpose; making noise or rubbish in public place. Punishment will be given on the level of the above violating behaviors.
(一)情节较轻，未造成大的后果和影响者，给予警告或严重警告处分。
“Warning” or “serious warning” is given when the behavior is light
(二)情节较重，影响较恶劣者，给予记过或留校察看处分。
“Record demerit” or “under observation” is given when the behavior is worse and has got worse effects.
(三)情节严重，影响十分恶劣，给予开除学籍处分。
“Expelled” is given when the behavior is serious and has got worst effects.
第九条故意撕毁学校各级组织的通告、布告，破坏学校宣传设施者，给予警告或严重警告处分；成立非法组织，举行非法游行、集会，书写、张贴危害我国国家安全的传单及组织煽动闹事，扰乱社会和学校秩序者，视情节轻重，给予开除学籍处分并交公安机关处理。
Article 9 “Warning” or “serious warning” is given to those who on purpose destroy announcements, bulletins or other propagandas; “expelled” is given to those who make illegal organizations, parades, assembly; disseminate illegal leaflets; and destroy public order. If the behavior is serious, the public security organ is to be engaged in.
第十条对偷窃、骗取、抢夺、敲诈勒索、冒领、非法占有我国国家、社会、集体和他人财物者，除追回赃款、赃物或赔偿损失外，视情节轻重、涉及金额大小，分别给予下列处分：
Article 10 Those who are engaged in burglary, deception, plunder, racketeering, or illegal occupation must make up for the loss, and are given the following punishments:
(一)涉及金额在500元以下，给予记过以上处分。 “Record demerit” or above is given to those in the case 500 RMB less
(二)涉及金额达500元以上，或屡教不改
“Expelled” is given to those who never disobey or in the case of above 500 RMB.
(三)经公安机关或保卫部门确认为撬窃者，给予开除学籍处分。
“Expelled” is given to those who have unlocked the door to make burglary.
(四)明知是赃物而购买者，没收赃物，并给予严重警告处分。
“Serious warning” is given to those who buy thieveries. Thieveries are confiscated.
(五)为偷窃、诈骗提供消息或工具，或进行掩盖、提供伪证、知情不举，或参与窝赃、销赃等活动者，给予留校察看处分。
“Under observation” is given to those who provide convenience and shield to burglary.
(六)对团伙作案为首者在以上处分基础上加重一级处理，直至开除学籍。
The head of the criminal group is given a more serious punishment until “expelled” is applicable
(七)偷窃公章、保密文件、档案等物品未造成严重后果者，给予留校察看处分；情节恶劣、造成严重后果者，给予开除学籍处分。
“Under observation” is given to those who steal cachet, secret document, and archives if no serious effect occurs; if not, “expelled” is applicable.
(八)伪造、涂改证件或假冒身份进行诈骗行为者：
Forging &altering credentials or bluffing
1. 未遂者给予严重警告处分；
“Serious warning” is given when the crime is abortive.
2. 造成后果者给予记过以上处分。
“Record demerit” is given when the crime is solid.
第十一条对策划、肇事、打人、打架斗殴，以及为上述行为做伪证或提供凶器者，除负担伤者的医药等费用外，视情节与后果轻重，给予以下处分：
Article 11 Of fighting:
（一）策划者
I. Organizer
1、策划他人打架未造成后果者，给予记过处分；
“Record demerit” is given to those who instigate others to fight if no aftereffect occurs.
2、策划他人打架并造成后果者，给予留校察看处分；
“Under observation” is given to those who instigate others to fight if aftereffect occurs.
3、造成严重后果者（指严重伤人或财产严重损失，以下同），给予开除学籍处分。
“Expelled” is given to those who cause bad effects.
（二）对煽动他人打架，尚未造成打架后果者给予警告或严重警告处分；已造成打架，但后果较轻，给予记过以上处分。后果严重的，给予留校察看或开除学籍处分；
II. “Warning” & “serious warning” is given to those who instigate others but fail at last. “Record demerit” or above punishment is given when fight occurs but without serious effect. “Under observation” or “expelled” are given to those who cause serious consequences.
（三）肇事者（不守秩序、不听劝阻，用语言挑逗或用各种方式挑起事端等）
III. Peace breaker
1、虽未动手打人，但用言词污辱或其他方式触及他人，引起事端或激化矛盾，造成打架后果者，给予警告处分；
“Warning” is given to those who only say insulting words and lead to the fight.
2、动手打人未造成他人伤害者，给予严重警告处分；
“Serious warning” is given to those who fight not hurt other persons.
3、动手打人致他人一定程度伤害后果者，给予记过或留校察看处分；
“Record demerit” or “under observation” is given to those who hurt others to some extent.
4、动手打人造成重伤等严重后果者，给予开除学籍处分。
“Expelled” is given to those who hurt others seriously.
（四）参与打架者
IV. Of participators
1、参与打架者，给予警告处分；
“Warning” is given to those participators.
2、动手打人，未造成他人伤害者，给予严重警告处分；
“Serious warning” is given to those who fight but not hurt others.
3、动手打人致他人伤害者，给予记过或留校察看处分；
“Record demerit” or “under observation” is given to those who hurt others to some extent.
4、动手打人造成严重后果者，给予开除学籍处分；
“Expelled” is given to those who hurt others seriously.
5、以“劝架”为由，偏袒一方，促使打架事态发展并造成后果者，给予严重警告处分。
“Serious warning” is given to those who help one of the participators with an excuse of reconciling
第十二条凡以任何形式参与赌博或为赌博提供条件者，除收缴赌资、赌具外，视情节轻重及认错态度，分别给予下列处分：
Article 12 Of gamblers
(一)首次参与赌博者，给予严重警告处分。
“Serious warning” is given to those who gamble for the first time.
(二)知情不报者，给予严重警告处分。
“Serious warning” is given to those who know but hide the truth.
(三)对重犯、屡犯者，给予留校察看以上处分。
“Under observation” or above is given to those who gamble repeatedly.
(四)因赌博引起打架、斗殴或造成其他严重后果者，给予开除学籍处分。
“Expelled” is given to those who gamble and cause other bad effects.
(五)对在留学生宿舍内聚众赌博、赌资数额较大，情节严重，影响很坏者，给予开除学籍处分。
“Expelled” is given to those who gamble in the dorms with a large amount of money.
(六)赌博组织者在以上处分基础上加重一级处理，直至开除学籍。
More serious punishment even “expelled” is given to those who organize gambling.
第十三条无故缺课，不按时归校及学期结束前未经允许提前离校者，将受到如下处分：
Article 13Foreign student who is absent without permission or doesn’t return to the College on time, or leaves school without permission before classes are officially over, he/she shall be subjected to the following punishments:
1、累计达10学时者，给予警告处分；
“Warning” is given to those who are absent for 10 or more study-hours.
2、累计达20学时者，给予严重警告处分；
“Serious warning” is given to those who are absent for 20 or more study-hours.
3、累计达30学时者，给予记过处分；
“Record demerit” is given to those who are absent for 30 or more study-hours.
4、累计达40学时者，给予留校察看处分；
“Under observation” is given to those who are absent for 40 or more study-hours.
5、累计达50学时者或未请假离校连续两周而未参加规定的教学活动的，予以退学。
“Expelled” is given to those who are absent for 50 or more study-hours, or stay away from the school for 2 weeks without permission.
第十四条对在考试、考查中有违纪和作弊行为者,给予留校察看处分。
Article 14 “Under observation” is given to those who has Violating behavior during examinations
第十五条对违反学校宿舍管理有关规定者，视情节轻重，给予以下处分：
Article 15 Of violating behavior in dorms
(一)在个人房间内使用可能给公共安全带来隐患的各种电炉、电热杯、电火锅、电炒锅、热得快、电熨斗、电热毯、电吹风、煤油炉、酒精炉等电热设备或其他用具，经批评教育不改者，给予警告处分；造成严重后果者，给予严重警告以上处分。造成责任事故的，给予记过以上处分，情节严重者开除学籍处分
“Warning” is given to those who use electric utensils which may cause danger in dorms, and don’t obey the instructions. “Record demerit” or above is given to those who caused accidents and “expelled” will be given if causing serious consequences.
(二)在规定休息时间内，在宿舍内喧哗吵闹，严重影响他人休息，且不听劝阻或屡教不改者，给予警告、严重警告或记过处分，发起者给予记过以上处分。
“Warning” ，“serious warning” or “record demerit” is given to those who make noise during rest time, and don’t obey the instructions.
(三)擅自留宿外人，给予警告以上处分。留宿异性，给予留校察看以上处分。在异性宿舍留宿的，给予留校察看以上处分；
“Warning” or above is given to those who accommodate outsiders. “Under observation” or above is given to those who accommodate the opposite sex. “Under observation” or above is given to those who stay overnight in room of the opposite sex.
(四)对因吸烟、使用蜡烛或其他原因引起火险、火灾者，除赔偿经济损失外，给予严重警告处分；对造成严重后果者，给予留校察看以上处分。情节严重者开除学籍处分。
“Serious warning” with compensation is given to those who cause fire through smoking or candle. If bad effect occurs, “under observation” or above is given. “Expelled”is given if causing serious consequences.
(五)对挪动或破坏消防器材、应急灯，私改电路等行为者，给予严重警告或记过处分；对造成严重后果者，给予留校察看以上处分。情节严重者开除学籍处分。
“Serious warning” or “record demerit” is given to those who destroy fire-control equipments or remove electric wires. If bad effect occurs, “under observation” or above is given. “Expelled”is given if causing serious consequences.
第十六条应当在校居住的留学生未经学校批准夜不归宿，给予警告或严重警告处分。未经批准擅自在校外租房居住的，给予严重警告处分并勒令其立即搬回学校；
Article 16 “Warning” or “serious warning” is given to those don’t accommodate in the dorm without permission. “serious warning” and a returning order is given to those who rent outside.
第十七条对酗酒滋事、扰乱正常校园秩序者，视情节轻重，给予以下处分：
Article 17 Of drink control
(一)在校内酗酒，经教育仍不改者，给予警告或严重警告处分。
“Warning” or “serious warning” is given to those who drink in the school and don’t give up after instruction.
(二)对酒后滋事，扰乱正常教学秩序或社会秩序者，视情节轻重、影响大小，参照相关条款给予严重警告以上直至开除学籍处分。
“Serious warning” or above is given to those who disorder the public after drink
第十八条有吸毒、介绍他人吸毒、贩毒行为者，给予开除学籍处分。
Article 18 Any foreign students who take or trafficking drugs or seduce others to take drugs shall be expelled from school.
第十九条凡在校园内或校外实习、见习、生活、活动场所，违反爆炸、易燃、剧毒、放射性等危险物品管理规定，私自藏匿并使用上述危险物品，或燃放烟花爆竹、焚烧物品、乱扔玻璃瓶、水袋、火棒等危险物品，扰乱学校正常秩序，危及公共安全者，除赔偿经济损失外给予严重警告或记过处分。造成后果的，视程度给予留校察看以上处分。
Article 19 Any foreign students who are in violation of regulations concerning the control of dangerous objects such as explosives, deadly poisons, combustibles and radioactive elements or hide or use above objects or fire crack works, items and dump glass bottles, water bags or burning sticks hence inciting social disturbances and imperiling public security shall be given serious warning or recording demerit，besides paying for the economic loss. They shall be under observation according to the results.
第二十条对利用计算机网络进行违纪者，给予以下处分：
Article 20 Any foreign students in violations of regulations through computer and network shall be given punishment as follows:
（一）对利用计算机信息网络制作、复制、发布、传播含有下列信息内容者，视情节轻重，给予警告以上处分：
Foreign students who make use of computer information network to produce, copy, and public or spread any contents in the following list shall be given warning or more serious punishment according the situation.
1、危害我国国家安全，泄露国家秘密，颠覆国家政权，破坏国家统一；
Endangering the national security, revealing state secrets, overthrowing sovereign of the state, or breaching the unit of the state.
2、故意篡改我国国家、部门和企事业单位的计算机数据库信息；
Altering on purpose the computer data base information of the state, departments and corporations.
3、损害我国国家、集体荣誉和利益；
Doing harm to the honor and the interests of our country and group.
4、煽动我国民族仇恨、民族歧视、破坏民族团结；
Agitating racial hate and racial discrimination and breaching racial unit in our country.
5、破坏我国宗教政策，宣扬邪教和封建迷信；
Breaking the religious policy of our country and preaching evil religion and superstition.
6、散布谣言，扰乱学校和社会秩序，破坏社会稳定；
Bruiting rumors, disturbing the order of school and society, and destroying social stability.
7、宣扬色情、赌博、暴力、凶杀、恐怖或者教唆犯罪；
Propagating anything of pornography, gamble, violence, homicide or terror, and instigating crime.
8、侮辱或者诽谤他人，侵害他人合法权益；
Insulting or defaming others, or infringing legitimate rights and interests of others.
9、含有我国法律、行政法规禁止的其他内容。
Any other contents prohibited by laws and administrative regulations of our country.
（二）制造、故意输入、传播计算机病毒，危害学校和社会计算机信息系统和网络系统安全并造成后果者，视后果严重程度，给予严重警告以上处分。
Foreign students who program, input and spread virus on purpose, hence imperiling computer information system and network system and causing any results shall be given serious warning or more serious punishment according to the consequence.
（三）盗取他人相关资讯地址，造成不良后果者，参照本条前两款从重处分。
Foreign students who take unlawfully relevant document address of other people and cause bas results shall be punished severely in accordance with the first two items of Article 29.
（四）对其他违反国家计算机网络管理规定者，给予警告以上处分。
Foreign students who violate national administrative stipulations on computer network shall receive warning or more serious punishment.
第二十一条对收（观）看、复制（含制作）、传播、出售、出租含有淫秽、封建迷信、邪教内容的书刊、图书、录像、磁带、光盘等资料者，视情节轻重，分别给予以下处分：
Article 21 Foreign students who receive (or watch), duplicate (or produce), spread, sale or rent out literatures inkling periodical, books, videotapes, cassettes and discs, which embody pornography, superstition, and illegal shall be given punishment as follows according to the situation:
(一)对收（观）看含有淫秽、封建迷信、邪教内容的书刊、图片、录像、磁带、光盘等资料者，给予警告或严重警告处分。
Warning or serious warning for foreign students who receive ( or watch) video and audio products containing pornography, superstition and evil religion or read books of that kind;
(二)复制传播者，给予记过或留校察看处分。
“Recording demerit” or “under observation” in school for foreign students who duplicate and spread documents like that;
(三)出租或出售者，给予留校察看以上处分。
“Under observation” in school or more serious punishments for foreign students who rent out or sale documents of that kind.
第二十二条对损坏公共财物或他人财物者，视情节轻重和造成后果的严重程度，给予以下处分：
Article 22 Such punishments shall be given to foreign students damaging public properties and facilities or personal wealth and things:
(一)对在建筑物、教室或实验室的公用设备、仪器、公共标志等公物上乱刻、乱涂、乱画、乱贴，不听劝阻者，除责令限期恢复原状外，视情节轻重，给予警告或严重警告处分。
Foreign students who cut, scribble or pastern anything on buildings, classroom and public facilities, apparatus and signs in the laboratory without approval and ignore warning and persuasion shall receive warning or serious warning depending on the situation. In addition, they shall be ordered to clean those places within the limited time.
(二)对损坏校园设施、建筑物设施、教室或实验室等公用设备、仪器者，除赔偿经济损失外，给予严重警告或记过处分。
Foreign students who break the campus facilities, building infrastructure or public equipments and apparatus in classrooms and labs shall be given serious warning or record demerit in addition to compensation for losses.
(三)对故意损坏公共设施后果严重者，除赔偿经济损失外，给予留校察看处分。情节特别恶劣或后果特别严重的，给予开除学籍处分。
Foreign students who damage public facilities on purpose and cause sever consequences shall compensate for the losses and be under observation. If there are any especially bad behaviors or severe consequences, expulsion from academic status shall be given.
(四)对蓄意损坏他人财物者，在事实清楚的前提下，除赔偿经济损失外，情节较轻者，给予警告或严重警告处分；情节严重者，给予记过以上处分。
Foreign students who damage personal wealth of other people on purpose shall compensate for the losses if the course is clear. Warning or serious warning shall be given if the adverse effects are minor; recording demerit or more serious punishments shall be given it the consequences are serious.
(五)毕业生在离校期间损坏公物，除按规定处理外，暂缓办理离校手续。
Seniors who damage public properties before leaving school shall get the concrete formalities delayed and shall be punished according to these Regulations.
第二十三条污辱或妨碍他人者，分别给予下列处分：
Article 23 Foreign students who insult or be harmful to others shall receive punishments as follows:
(一)污辱、诽谤、诬告、陷害或威胁、恐吓他人，未触及刑事处罚者，视其情节给予严重警告以上处分。
1. Serious warning or more serious punishment shall be given to those who insult, defame, accuse falsely, frame or threaten other people but when circumstances are not serious enough for criminal punishment.
(二)妨碍他人通讯自由但未构成刑事责任者，给予严重警告以上处分。
2. Serious warning or more serious punishment shall be given to those who do harm to the free communication of others but criminal responsibility is not investigated.
第二十四条调戏、猥亵妇女，或以恋爱为名玩弄异性，未构成刑事责任者，视其情节轻重，给予记过以上处分。
Article 24 Foreign students who assail females with obscenities or deceit females with love as disguise shall be given a record demerit or more serious punishments according to situation when circumstances are not serious enough for criminal punishment.
第二十五条对其他违纪者，视情节轻重，给予以下处分：
Article 25 Other violators shall be punished according to the situation as follows:
(一)非法管制他人，或非法搜查他人身体、住处，未构成法律责任者，给予严重警告以上处分。
Foreign students who illegally control other people or search the body or residence of others but when circumstances are not serious enough for criminal punishment shall receive serious warning or more serious punishments.
(二)写恐吓信、打骚扰电话、发不良信息或用其他方法威胁他人安全或干扰他人正常生活，给予严重警告以上处分。
Foreign students who endanger other people’s safe or interfere the lives of others through writing letters of intimidation, harassing phones or SMS messages of bad contents shall be given serious warning or more serious punishments.
(三)教学、实验、实习、见习期间，违反操作规程造成事故者，给予严重警告以上处分。
Foreign students who break operation regulations during teaching classes, experiments, practice or novitiate and cause accidents shall be given warning or more serious punishments.
(四)见习期间，不服从管理或擅自离队者，视情节轻重，给予严重警告或记过处分。
Foreign students who deliberately ignore the administration or leave the team without approval during novitiate shall receive serious warning or recording demerit.
(五)转借留学生证、校徽，甚至涂改伪造证件、伪造证明，欺骗他人、包庇坏人，情节轻微，尚未构成刑事犯罪者，视其具体情况和认错态度，给予警告以上处分。
Foreign students who lend their student ID card and school emblem, or alter or forge credentials to deceit others, organize or harbor dangerous person but not make criminal mistakes shall receive warning or more serious punishments.
(六)故意损坏馆藏图书，以旧换新，偷用他人证件借书者，视情节轻重，给予严重警告以上处分。
Foreign students who attaint library books on purpose, replace brand new books with old ones or borrow books with stolen cards shall be given serious warning or more serious punishments.
(七)隐匿、毁弃或私拆他人邮件造成不良影响或损失者，除赔偿经济损失外，视情节轻重，给予警告以上处分。
Foreign students who hide, scrape or illegally opening another person's postal articles and cause adverse influences or damages shall be given serious warning or more serious punishments in addition to compensation for losses according to the circumstance.
(八)伪造他人签名者，视情节轻重，给予记过以上处分。
Foreign students who forge the signatures of others shall receive record demerit or more severe punishments in accordance with the gravity of the circumstances.
(九)对参与邪教、封建迷信活动，有损留学生形象者，视情节、后果轻重，给予留校察看或开除学籍处分。
Foreign students who participate in the activities of evil religions or superstition spoiling the image of foreign students shall be under observation in accordance with the seriousness of the consequences.
(十)剽窃、抄袭他人研究成果者，情节轻微，影响不大，给予严重警告处分；情节严重，影响恶劣，给予开除学籍处分。
Foreign students who plagiarize or copy the research findings of others shall be given serious warning if the situation is not serious, and be dismissed the status as foreign students if the situation is grievous.
四、处分执行和申诉
The Execution of Punishments and the Appealing Way
第二十六条 留学生处分决定的审批程序和权限
Article 26 The examine and approval procedure of the purview of the decision of the punishment on the foreign students
The steps of the inspection are as follows:
(一)留学生违纪事实的初步认定：留学生违纪事实是指特定的行为人实施的违纪行为，属于我校管辖范围，依照本条例对留学生违纪行为给予确认。
The initial affirm of foreign students’ behaviors of violating rules: the fact of breaking the rules of foreign students refers to the behaviors of specific person in the administrative scoop of our school. Their behaviors shall be confirmed in accordance with this provision.
(二)留学生违纪事实的调查取证：学校相关职能部门的工作人员和从事留学生工作的专、兼职教师有权在我国国家法律、政策规定允许的范围内对留学生所犯错误进行调查或委托有权依法管理、调查、鉴定的机构进行调查、取证。调查内容如下：
Inspections on the behaviors of violating rules of foreign students: stuffs of concerned departments of school and all-time or part-time teachers in the charge of foreign students’ affairs have the right to inspect the mistakes made by foreign students or consign the inspection to institutions which have the right to carry out the functions of management, inspection and authentication within the permission of our state laws and policies.
1、询问当事人；
Inquiring the participators;
2、询问证人。调查人员对留学生违纪事实的调查内容应做成笔录，经被询问人核实无误后，由被询问人签字、按手印；
Inquiring the attester; and the contents of inspections into the violations of regulations of foreign students shall be in written form with the signature and finger print of the person inquired after he\she has checked the record;
3、提取书证、物证；
Collecting the paper evidence or material evidence;
4、对违纪留学生作出处分决定之前，应当听取留学生或者其代理人的陈述和申辩，并做好笔录；结束时拟受处分留学生或其代理人应在笔录上签字，如果拒绝签字，由主笔人写出文字说明。
Listening to the citation and explication of the foreign student or his\her attorney which shall be well recorded on paper before the punishing decision has been made; in the end, the foreign student to be punished or his\her attorney should sign the record, otherwise declaration shall be added;
（三）给予留学生警告或严重警告处分的，由国际交流合作处研究决定，并由学院出具处理决定文本，发文并公告。
Where foreign students are given warning or serious warning, DIEC shall make the decision after discussion. And DIEC is also responsible for document of specific disposal and an announcement.
（四）给予留学生记过或留校察看处分的，由国际交流合作处办公会议提出处理意见，报主管校领导签批后发文并公告，送省教育厅备案。
Where foreign students receive “recording demerit” or are kept in school but under “under observation”, DIEC should make proposal of disposal in the office conference and submit it to the chief school authorities for approval and ratification and hence an announcement. The document should be sent to the Educational Department of Jiangsu Province to be archived.
（五）给予留学生开除学籍处分的，由学院办公会议提出处理意见，由主管校领导提交校长会议研究决定后发文并公告，报省教育厅备案并通报留学生所在国驻我国使馆。
.Where foreign students receive expulsion from academic status, proposal of disposal should be made by DIEC in the office conference, which should be submitted by the chief school authorities to the president’s conference for approval, and then be reported to the Educational Department of Jiangsu Province to be archived. The embassy of the country where the foreign student to be punished come from in our country should be informed.
（六）在下列情况下，国际交流合作处应分别会同相关部门处理：
DIEC shall cooperate with other departments concerned to deal with circumstances as follows:
1、留学生违纪并违反《治安管理处罚条例》或涉嫌犯罪的，应会同保卫处处理；
Cooperation with the Department of Security is required where foreign students violate rules as well as “Regulations on Administrative Penalties for Public Security” or are suspected of crime.
2、留学生违法，应会同公安部门处理。
Cooperation with the Department of Public Security is required where foreign students commit crime.
（七）警告、严重警告、记过、留校察看处分，由国际交流合作处编文号发文，经主管校长签署后予以公布并报送有关职能部门。
When warning, serious warning or recording demerit is given, DIEC makes draft and sends to the President’s office. DIEC will announce to other departments after the punishment is decided.
（八）处分决定公告后，国际交流合作处应及时将处分决定通知留学生本人及其家长，以便配合教育；留学生的处分材料应当真实、完整地归入学校文书档案和本人档案。
DIEC ought to inform the foreign student and the parents of the decision of punishment in time after it has been made so as to make the education undergoes well; the documents of the penalty should be archived completely in the school document as well as in personal document.
第二十七条留学生违纪处分呈报材料
留学生违纪处分呈报材料包括：
Article 27 Documents of punishment on foreign students who violate regulations need to be submitted. They include:
(一)常州轻工职业技术学院留学生处分登记表。
Registration form of punishment on foreign students of CZILI;
(二)违纪事实材料或相关证明材料。
Documents of violation fact of relevant certificate material;
(三)违纪留学生对所犯错误的认定和检查材料。
Documents of affirmation and self-criticism of the foreign students in violation of regulations.
第二十八条善后处理
Article 28 Afterward treatment
(一) 可根据受处分留学生的悔改表现，由其本人向国际交流合作处提出消过评议申请，国际交流合作处会同教务处、保卫处等部门给予评议，作出是否取消或减轻处分决定，评议材料归入学校文书档案。
The foreign student given punishment can put forward the application to the Department of International Exchange and Cooperation for removing the punishment according to his/her remedial behaviors. The Department of International Exchange and Cooperation shall convene with the Department of Teaching Affairs and Department of Security to make assessment and decide whether the punishment will be concealed or bated. The assessment material should be archived in the school documents.
(二)国际交流合作处应对受处分的留学生落实帮教措施，定期进行考察。
Department of International Exchange and Cooperation is responsible to carry out the relevant education and consolidation, and periodic inspection.
(三)留校察看期限一般为一年。在留校察看期间，有突出表现者，可提前解除察看，但不得少于６个月；留校察看期间经教育不改或再次受处分者，给予延长察看或开除学籍处分，延长察看不得超过一年；到期后未作出延长处理的，视为自动解除。
The term of “under observation” is generally 1 year. During this period, foreign students who have outstanding behaviors can get the “under observation” terminated ahead of schedule, but no shorter than 6 months; foreign students who don not alter their bad behaviors or receive punishment again shall get the term prolonged or expulsion of academic status; if the term is not prolonged when it expires, it can be regarded as concealed.
(四)毕业班留学生受留校察看处分的，毕业时作结业处理。
If foreign students are kept under “under observation” in their senior year, they shall receive certification for completing courses in stead of diploma.
(五)被开除学籍的留学生学校开具学习证明，并按学校规定期限离校。
The foreign students who receive repulsion from academic status will get study proofs and shall leave the school in the limited time.
五、附则
Supplementary Provisions
第二十九条本条例没有列举的违纪行为，确应给予处分的可参照相近条款给予处理，如果不能参照的可按处分权限研究处理。
Article 29 Necessary punishments shall be given to foreign students whose violations are not listed in these Regulations referring similar provisions in these Regulations. If there are no references, disposals can be made according to the jurisdiction for punishment.
第三十条本条例所涉事宜，与以往规定有抵触的，以本条例为准；本条例未尽事宜，学校以往有规定的，按以往规定办。
Article 30 Cases not explained in these Regulations but stipulated before by the school shall be disposed in accordance with the preceding stipulations; cases stipulated both in these Regulations and preceding ones shall be disposed according to the latest ones. If any conflicts between these Regulation and preceding ones occurs, the latest ones should be adopted.
第三十一条本条例关于处分界限和幅度的以上或以下均包含本级在内。
Article 31 In numerical phrase containing the words “or more serious punishments” used in these Regulations, the indicated punishments are included.
第三十二条本条例由常州轻工职业技术学院国际交流合作处负责解释。
Article 32 Department of International Exchange and Cooperation is responsible for the explication of these Regulations.
留学生到课管理规定（试行）
Regulations on Attendance（for trial implementation）
第一条所有留学生都要自觉遵守学习纪律，不得迟到早退，不得无故旷课，有事先请假；
Article 1Foreign students should consciously observe discipline, should not be absent without reason and must receive permission for any absence due to urgent business or sickness.
第二条因病、因事请假，应事先办理请假手续：
Article 2The leave procedures are as follows:
1、因病请假需有学校医院出具的病假证明。除急诊外，因病就诊缺课均应事先请假。请病假一日之内，可持病假证明向班主任请假；连续二日以上的病假，应向国际交流合作处领导提出书面报告。
Except for emergency cases, sick leave permissions require a certification provided by the Institute infirmary in advance. If the sick leave is within 1 day， foreign students can ask for leave head teacher in charge of the class. If it extends over 2 days, a written report should be submitted to the leader of Department of International Exchange and Cooperation(DIEC) .
2、因事请假应事先写好请假条，经班主任批准后方为有效，不得临时口头请假。连续二日以上者，必须向国际交流合作处长办公室提出书面报告，征得同意方为有效；凡未请假而缺课者均以旷课论处。
For a business leave, a written request is necessary. Casual oral requests are not allowed. For a business leave of over 2 days, a written report to the leader of DIEC is necessary and the leave must be taken after permission is granted. Foreign students who are absent from class without permission will be regarded as a truant.
第三条为保证正常的教学秩序，迟到早退三次按旷课一次论处;
Article 3To ensure the normal teaching sequence, the foreign student who is late for class or leaves early three times is considered as truant.
第四条累计缺课时数（含请假、旷课)达到所修课程总数三分之一者，不得参加该门课程的考试及补考，必须申请重修；
Article 4If a foreign student is absent with or without permission for an accumulated time of one third of the total teaching hours of any subject, he/she is not allowed to participate in the exam or make-up exam of that subject.
第五条一学期因病、事假累计达八周者，应予休学。因病、事假不能坚持学习并提出申请者，可以休学。休学期限最多一年。凡到期不能复学者，以自动退学论处；
Article 5If a foreign student is on sick leave or business leave for an accumulated time of 8 weeks in one semester; his/her studies should be suspended. The foreign student who is unable to study because of sickness or urgent business is allowed to suspend his studies if he/she has made a formal application. The longest period allowed for suspension is one year. If a foreign student does not return at the proper time, he/she is considered to have terminated his/her studies.
第六条留学生享受我国的节假日及学校的寒暑假；学生本国的重大节日学校不予放假，如学生请假，可酌情准假，但不予补课。
Article 6 The foreign students enjoy summer and winter vacations and Chinese national holidays. There are no other holidays (of foreign students’ own country) permitted. If the foreign students request to enjoy their big notional holiday during the working day, DIEC will take the circumstances into consideration and decide whether agree or not. If the request is allowed, the foreign students will not be arranged to make up the missed lessons in their holidays.
第七条无故缺课，不按时归校及学期结束前未经允许提前离校者，将受到如下处分：
Article 7Foreign student who is absent without permission or doesn’t return to the Institute on time, or leaves school without permission before classes are officially over, he/she shall be subjected to the following punishments:
1、累计达10学时者，给予警告处分；
“Warning” is given to those who are absent for 10 or more study-hours.
2、累计达20学时者，给予严重警告处分；
“Serious warning” is given to those who are absent for 20 or more study-hours.
3、累计达30学时者，给予记过处分；
“Record demerit” is given to those who are absent for 30 or more study-hours.
4、累计达40学时者，给予留校察看处分；
“Under observation” is given to those who are absent for 40 or more study-hours.
5、累计达50学时者或未请假离校连续两周而未参加规定的教学活动的，予以退学。
“Expelled” is given to those who are absent for 50 or more study-hours, or stay away from the school for 2 weeks without permission.
6、对无视学校纪律、经常旷课、无故迟到、早退、破坏公共财产、打架斗殴或有其他不良行为者，视情节分别给予批评教育、警告、严重警告、记过和留校察看，直至开除学籍处分。
7、周一至周四和周日晚上6：30-8：30，按学院规定，一年级学生要求上晚自习。严格考勤制度，不得无故缺席。
According to the regulations of college, the freshmen have to attend the evening class from 6:30pm to 8:30pm and follow the requirements of attendance, nobody can be absent without reasonable excuses.
The foreign student who ignores school regulations, absent from class, late, leave early very often without permission, destroys public property, fights with others etc.shall be criticized, warned, given demerits or placed under observation until he or she is dismissed.
受留校察看处分的留学生一年内如能改正错误，有显著进步者，可解除其处分。经教育不改者，可勒令其退学。因违犯学校纪律被勒令退学者，应立即回国。
Foreign student who is placed under observation by the Institute can regain normal status if he/she can correct his/her behavior and make great progress in his/her study within one year. Otherwise, theforeign student must return to his country of origin.
以上各项处分一经决定，学校除向当事人宣布外，还将书面通知其所在国驻华使馆及其家庭；
If the Institute makes the above decisions, the foreign student, the Embassy of his country of origin and his family will be notified in written form. He must leave immediately.
第八条无故缺课，不按时归校及未经允许提前离校者，将受到如下处分：
Article 8Foreign student who is absent for classes without permission, doesn’t return to the Institute on time, or leaves the Institute without permission, he/she shall be subjected to the following punishments:
1、一个月内累计缺课达4学时者，次月生活补助减发50元（人民币）；
The living subsidies of those who are absent for 4 or more study-hours in one month will be reduced by ￥50.
2、一个月内累计缺课达8学时者，次月生活补助减发100元（人民币）；
The living subsidies of those who are absent for 8 or more study-hours in one month will be reduced by ￥100.
第九条留学生假期期间外出，离开本市者，需到国际交流合作处留学生工作办公室登记，告知所去地点及归校时间。
Article 9 If a foreign student desires to travel outside Changzhou during vacations, he/she should register in Student Affairs Office of DIEC and giving notices of the destinations and date of return etc.
留学生居留许可及签证管理办法
Residence Permit and Visa
1、留学生来华后，应尽早到常州市检疫检验局交验体检表或进行体检，取得健康合格证，并于抵华30天内持护照、照片、常州市检疫检验局开具的健康合格证和学校开具的证明及JW202表，去常州市公安局外国人签证管理处，办理居留许可手续。居留许可一般以一年为期。如需延长居留许可的有效期或变更其中项目，须经学校同意后，由本人提前一周向公安局申请办理。逾期不办者，公安局将按规定给予处罚。
Article1 The foreign student in China should present himself to the Changzhou Quarantine Bureau as soon as possible to submit his health certificate or have his health checked up so that he could receive a health certificate issued by the Bureau. With this certificate issued by the Quarantine Bureau, a valid passport, photos, application forms written by the College and the JW202 form, he may apply within 30 days to the Government Visa Administration Office for a residence permit. Residence permit will be renewed every year after paying all the fees to the College.If the time of the residence permit needs to be extended or changed in any way, the foreign student himself can apply to the police one week ahead of the expiration date after receiving permission from the DIEC of CZILI. The foreign student who allows his residence permit expire will be fined.
2、留学生出境后仍需返回学校者，经学校同意后，在出境前到公安局按规定办妥返回中国的签证。否则将不能继续学习。
Article2 If a foreign student plans to leave China and return for further study, he must obtain permission from the College and apply for a re-entry visa before leaving the country. Otherwise, he will not be allowed to continue his study.
3、各项签证、证件不得涂改、损坏；违者会受到处罚。外国人居留许可应妥为保管，如有遗失按规定登报声明作废，同时另行申请补领，费用自理；
Article 3 Visas, passports, residence permit, foreign student ID cards etc. should not be damaged and violators will be punished. Residence permit should be well cared for end; if lost, it should be reported in the newspaper and invalidated by the proper officials. The foreign student should apply for a new residence permit and pay the proper fees.
4、留学生可以利用节假日到中国境内开放地区旅行。离校前应向国际交流合作处说明去向，旅行时应遵守公安局的有关规定，一切旅行手续和费用均需自理。根据我国公安部门规定，去开放城市和地区，不需办理旅行证；去我国非开放地区旅行，必须办理旅行证。擅自到非开放地区是非法的。
Article 4 The foreign student may travel to open areas in China during the festivals and holidays. He should notify DIEC his destination prior to his travel dates and go through the formalities of traveling by himself and pay his own traveling expenses. According to government regulations, foreign students traveling to open areas do not need a travel certificate but travel to closed areas need a travel certificate. Travel to closed areas without authorization is illegal.
留学生行为准则（试行）
The Moral Activity Regulation（for trial implementation）
1、所有留学生都应遵守中国法律和学校的规定。任何有违中国社会道德，侵犯他人权利或伤害他人的行为一律禁止；同时严格禁止从事危害中国国家安全和利益的活动。
Article 1 Foreign students should abide by Chinese law and regulations and College rules. Every activity to obstruct Chinese social orders, or violate other person’s rights or do harm to the Chinese safety and benefit is forbidden.
2、严格禁止参加各种非法活动。校园内不得举行任何宗教活动。
Article 2 Foreign students are prohibited to participate in illegal activities. Any kind of religious activities are forbidden on campus.
3、各国留学生应相互尊重各自的风俗和传统。不得歧视或侮辱他人。
Article 3 Foreign students from different countries, different nationalities should respect each other’s customs and traditions. Discriminating or humiliating others is forbidden.
4、严格禁止留学生结派斗殴，一旦发现，将严肃处理，包括开除。
Article 4 Foreign students are prohibited to form personal-interest clique, and fighting. Once discovered, foreign students involved will be punished severely or even expelled.
5、学生在日常生活中应举止得体，穿着干净整洁，在公共场所严禁衣冠不整、穿拖鞋。
Article 5 Foreign students are expected to behave properly, be clean and tidy. No disheveled hair, clothes or dirty face. Foreign students are forbidden to go to class or other public places with slippers.
6、不提倡留学生去歌舞厅、酒吧及其他娱乐场所。如果留学生在这些场所发生纠纷，按照中国的相应法律法规处置，学校不承担任何责任。同时学校根据具体情况对留学生给予相应处分。
Article 6 No advocating foreign students to go to di bar, dance hall, or other entertainment places. If any kind of unexpected incidents which have something to do with the foreign students happen in these places, the foreign students will be published according to the Chinese law and corresponding legal procedures. The College will undertake no responsibility for the foreign students. And the foreign students will be given warning according to specific situations.
7、留学生有任何违反规定的行为，比如偷窃他人财产，学校将严肃处理。如果留学生违反中国法律，将被移交当地司法部门审理。
Article 7 Violating behaviors, for example, stealing other’s property, will be published severely. If foreign student’s behavior has broken Chinese law, he will be transferred to the judicial department.
8、严格禁止留学生经商或从事任何形式的工作。一旦发现，所有参与学生将被移交相关部门并得到纪律处罚。
Article 8 Foreign students are forbidden to engage in business activities or do any kind of job illegally. Once discovered, foreign students involved will be transferred to the corresponding departments and will be given disciplinary action.
9、留学生应积极参与学校或班级组织的活动,无故缺席者视为旷课。
Article 9 Foreign students should be active in participating activities organized by the College or class. Without permission, the absent foreign students will be regarded as skipping class.
10、爱护校园的花草树木及公共设备和设施，维护校园的安全、整洁与安静；不得在校园内燃火或在禁烟区吸烟，不得随意出入校园内的建筑工地和围挡区域。
Article 10 Please protect the trees, flowers, grass, equipment and facilities on campus. Maintain a peaceful environment at the College. Lighting fires on campus is not allowed. Please refrain from smoking in non-smoking areas.
11、严格禁止留学生在校园内及校园网上散发各种海报及宣传单。严格禁止留学生公开或私自播放带有宗教宣传性质的光盘。
Article 11 Foreign students are forbidden to distribute posts, all kinds of propagandas or advertise on campus or on the campus net. Foreign students are forbidden to show movies, video cassettes or play religious tape openly or private on campus.
12、对于无视学校纪律，损坏公共财产、破坏公共秩序、伤害他人、酗酒、打架斗殴者，视情况的严重程度分别给予警告、罚款、留校察看、开除学籍等处分。
Article 12 Foreign students with improper behavior, for example, disregarding College rules, breaking public property, disturbing public order, injuring other persons, getting drunk, fighting etc., shall be given a warning, record demerit, under observation, expelled according to the severity of the behavior.
13、被警告及留校察看的留学生如在一年内表现良好，其处分可被取消，否则将被开除。
Article 13 Foreign students who are given warning, record demerit or under observation can have their punishment cancelled if they show a noticeable improvement in one year, otherwise, they will be expelled.
14、学校的处罚规定将会通知留学生本人、家庭及其国家驻中国大使馆。
Article 14 College punishments will be announced to the foreign student who was punished and the decision about the expelled foreign student will be informed to the embassy of his own country in China.
留学生校内住宿管理规定
（试行）
Regulations on Accommodations
（for trial implementation）
为了给留学生创设一个良好的生活和学习环境，特制定本规定，请全体留学生遵照执行。
In order to contribute to a pleasant living and study environment，All foreign students are requested to observe the following regulations:
第一条 留学生公寓的管理由物业管理公司统一负责。
Article 1 Foreign student dorms are supervised by dormitory Management Company.
第二条 服从公寓管理人员的安排，按指定房间和床位住宿，不得私自迁移、调换房间或多占家具设备。
Article 2 Each foreign student should live in the dorm and beds assigned by the College. Changing rooms without permission or over-occupying furniture is not allowed.
第三条 留学生公寓为2-4人间，学校不提供夫妇和单人住宿条件。
Article 3 Two to four foreign students share one dorm. No dorms are provided for couples or single.
第四条 留学生所用水费按50元/年收取，电费根据实际使用情况收取，每度电0.53元。
Article 4 Water fee for international students is 50 yuan per year. Electricity fee is charged according to actual use,0.53 yuan per kilowatt.
第五条 不得利用公寓从事违反中国法律及学校校规的活动。
Article 5 Foreign students should not be involved in illegal activities which violate either Chinese law or school regulations.
第六条 遵守会客制度，在规定的时间内会客，不得留客过夜。来访客人应填写来访登记表，得到管理人员的许可后留学生可在接待室与来访人员会谈。严格禁止来访人员进入学生公寓并停留，违反者将被严肃处理。
Article 6 Foreign students should observe the regulations for visitors and meet guests within the stipulated time. Visiting guest should fill in a visiting sheet, and with the manager’s permission, enter the reception room to meet foreign students. Guests are not allowed to enter and stay in the dormitory. Violating foreign student will be criticized, fined and punished severely.
第七条 保持公寓内外清洁，维护楼道畅通；不得在走廊堆放杂物，不得随意涂画张贴；不得在窗外悬挂、摆放或投弃物品；公寓楼内禁养宠物。
Article 7 Good sanitary and hygiene practices should be maintained at all times both inside and outside the dorms. Passageways should remain unblocked. Piling up in the corridor or scribbling or posting is not permitted. Clothing or other things should not be hung or placed outside the windows and things should not be thrown out the windows. Animals or pets are not allowed in the rooms.
第八条 爱护公共财物，不得损坏、拆卸、改装公寓楼内设备，损坏或遗失公物须赔偿。
Article 8 Public property should be well cared for. Equipment should not be damaged, dismantled or tampered with in any way. Any damage or missing should be compensated.
第九条 学校为每个房间公寓内配备的设备和设施，如桌凳、橱柜、床、空调、冰箱、水池等，如有丢失和损坏，由住宿学生自费维修或购置。学习期满或中途退学时，上述物品应完好交还。
Article 9 The College supplies equipment in each dorm to every foreign student (desk, chair, bed and bedding, air conditioner, refrigerator etc.) These are under the care of the foreign student living in the dorm. If any damaged or missing occurred, the foreign student should pay for it. The foreign student should return all things in good condition at the end of the semester or after termination of study.
第十条 保持公寓安静，不得在公寓内从事影响他人学习与休息的活动，如跳舞、大声喧哗、高声播放音乐等。

第十二条 节约用电、用电，学生在离开房间前，应确保关上水龙头、灯及其他设施，如有违反此规定者将被罚款。烹饪请至公共厨房，请勿在房间内烹饪，房间内禁止使用电炉、取暖器、电加热器、电压力锅等违规电器。
Article 12 Foreign students should save water and electricity. Water faucet, light or other facilities should be turned off before leaving the dorms. Foreign students who violate the rules will be fined. Please cook in the public kitchen. Cooking in the room is not allowed. It is forbidden to use Electric cooker、heaters、stoves、high pressure cookers and so on.
第十三条 遵守防火规定，爱护消防器材，严防火灾，室内禁止存放易燃易爆物品。
Article 13 Observe fire regulations all the time. Combustibles and explosive substances are not allowed in the dorms. Fire-fighting equipment must be protected and maintained in good order. Every foreign student should consciously prevent fires.
第十四条 遵守学校作息时间。周日至周四晚上10：00就寝，周五和周六晚上11：00就寝。有特殊情况者，应事先向管理人员提出申请。违反规定者所有后果由学生自己承担。
Article 14 Foreign students should observe the daily schedule of the College. From Monday to Thursday and Sunday evening, students have to go to bed at 10:00, and from Friday and Saturday evening, students have to go to bed at 11:00. If a foreign student is required to be out later than the time allowed, permission should be obtained beforehand. Foreign students who violate the rules should be responsible for any consequence occurred.
第十五条 严格禁止男女生同居。违反者将被记入档案并予以处分。如发现在公寓留宿异性，第一次给予留校察看处分，两次以上（含两次）给予开除学籍处分，同公寓成员不制止不举报给予警告处分。
Article 15 Foreign students of opposite sex are prohibited to live together. “Academic probation” is given to those who accommodate the opposite sex for the first time. “Expelled” is given when that happens to the same person twice or more. “Warning” is given to foreign students in the same dorm if not prevent that.
第十六条 应主动服从并配合物业管理人员查房和清点人数的工作，对出现夜不归宿情况的要及时向物业管理人员报告。
Article 16 Foreign students should be voluntary compliant and cooperative with property managerial personnel to check dorms and count the number of foreign students. For the occurrence of “night out”, reports should be made to the property management in time.
第十七条 学校将不定期举行文明公寓的评比活动，被评为文明公寓的将获得一定的奖励。

第十八条 为方便留学生日常生活，海外教育学院在留学生公寓每层楼面开放公共厨房和洗衣房，供全体留学生使用，相关规定如下，请遵照执行。
Article 18 To facilitate the daily life of overseas students, the School of Overseas Education has opened a public kitchen and a laundry room on the floor of the International Student Apartment for use by all international students. The relevant regulations are as follows. Please follow the instructions.
（一）公共厨房和洗衣房仅供我院外国留学生本人使用，其他人员不得使用。
Public kitchens and laundry rooms are for the sole use of foreign students in our school. Others may not use them.
（二）公共厨房和洗衣房限时开放（每日开放时间为7:00—22:30），请在规定时间内烹饪和洗衣。
The public kitchen and laundry room are open during limited hours (open daily from 7:00 to 22:30). Please cook and laundry within the specified time.
（三）使用微波炉、电磁炉、开水壶、洗衣机时须按正常操作规程进行，使用完毕，请拔掉电源。公共厨房内禁止使用高压锅等高压易爆电器。

第一条为了规范我校留学生网络行为，引导留学生科学、合理、文明地使用校园网络资源，更好地发挥网络在教学、科研、生活服务和人才培养中的作用，加强网络信息安全管理，维护校园正常秩序，特制定本规定。
Article 1 The regulations are laid down to normalize cyber behaviors of foreign students, guiding them to make scientific and rational use of network resources.
第二条本规定适用常州轻工职业技术学院所有在册留学生。
Article 2 The regulations apply to all of the registered foreign students at CZILI.
第三条本规定所称“网络行为”，是指留学生在校园内利用网络资源所进行的一切行为活动。
Article 3 Cyber behaviors here refer to all of the activities that foreign students engage in by means of network resources.
第四条自觉遵守中华人民共和国、常州轻工职业技术学院关于网络使用的有关规定。

第五条不得登录非法网站，制作、复制、查阅、传播下列信息：

Inciting to defy or sabotage the enforcement of Chinese constitution, laws and administrative regulations.

3、煽动分裂中华人民共和国、破坏我国统一的；

第六条严禁利用校园网制作、复制、查阅、传播含有封建迷信、淫秽、色情、赌博、暴力、凶杀、恐怖、教唆犯罪的文字、图片、音频、视频、网址等内容。
Article 6 It is strictly prohibited to make, copy, consult and spread words, pictures, audio frequency, video frequency and websites containing feudalism and superstition, obscene, pornography, gambling, violence, killing, terror and instigation by means of campus network.
第七条不得在校园网上发布未经证实、无法确定来源的消息，严禁在网络上捏造或者歪曲事实、散布谣言。

第九条任何留学生或组织、不得从事下列危害校园计算机网络安全的活动：

1、盗用他人帐号、IP地址及MAC（计算机网卡硬件地址），私自转借或转让校内网络域名；
Embezzling others account number, IP and MAC, privately lending or transferring campus network domain name.
2、制作并使用攻击性的程序代码，影响校园计算机信息网正常运行；
Making and using offensive program code, impairing the normal operation of the campus information network.
3、其他危害校园计算机信息网络安全的行为。

第十条任何留学生和留学生组织不得制作、故意传播计算机病毒及其他任何具有破坏性的程序。

第十一条个人隐私受法律保护。任何留学生或留学生组织不得违反我国法律规定，利用计算机网络侵犯用户通信秘密和他人隐私。

第十二条对本规定所列举的网络违规行为及情节，由国际交流合作处提请学校现代教育技术中心、宣传部、保卫处等部门共同认定。处分处理意见参见《常州轻工职业技术学院留学生违纪处分条例》。

留学生假期管理规定
（试行）
Regulations of the Holiday Management of Foreign Students（for trial implementation）
第一条 为规范留学生管理，保证假期安全，结合学院实际，特制定本规定。
Article 1 In accordance with therequirement of the Institute,the regulations are laid down to standardize the holiday management in order to ensure the security of foreign students.
第二条 假期归国回家的留学生
Article 2 Foreign students returning back to the motherland in holiday
（一）假期计划回国的留学生应至少提前10天向海外教育学院国际教育科报备，出示机票或电子票根，填写假期去向登记表。
Foreign students who plan to return back to the motherland should report to the education department of Overseas Education Institute at least 10 days in advance before leaving with the airplane paper or electronic ticket and fill in the destination-registration-table.
（二）回国留学生到家后应及时告知班主任，确保安全到家。
When students arrive home, please tell the class teacher in time to ensure your safe return.
（三）假期结束返校前一周应与班主任联系告知返校时间。
When the holiday is coming to the end, students should contact the class teacher one week in advance before returning back to the institute.
第三条 假期实习的留学生
Article 3 Foreign students in internship in holiday
（一）有意愿假期实习的留学生，应提前45天向海外教育学院提出申请，海外教育学院联系实习企业，安排面试，双向选择后，确定实习单位，实习人选和实习时间；
Foreign students who are willing to practice during the holiday should apply to the Overseas Education Institute 45 days in advance. Teachers in the Institute will contact the internship enterprises for these students and arrange the interview. After two-way selection, the internship enterprise and practice time for each student will be determined.
（二）实习期间严格遵守酒店的各项规章制度，并服从酒店的安排和管理。严禁擅自调班、脱岗和返校，如有特殊原因确需请假按照实习单位请假规定办理相关手续，离开常州需报备海外教育学院；
During the internship, rules and regulations of the hotel should be strictly abided by. Arrangement and management of the hotel should be obeyed. Swap or out of job, or return back to school without permission are forbidden. Leave in accordance with the regulation of the internship enterprise. Leave Changzhou in consent with the Overseas Education Institute.
（三）遵守交通法规，注意安全，外出乘坐公共交通工具，不乘坐非法运营车辆。
Comply with traffic rules. Don't take illegal vehicles and choose the public vehicles for safety reason.
（四）实习期间如违反酒店纪律，不听从酒店安排，取消当前实习资格，情况严重者取消以后所有实习资格。
During the internship, students who violate the regulations of the hotel and do not follow the arrangement will be disqualified from the current internship, students who violate regulations in serious cases will be disqualified from any internships.
第四条 假期留校的留学生
Article 4 foreign students who stay in the institute in holiday
（一）因故离开常州市（包括外出旅行），必须要向值班老师或班主任履行请假手续，告知离校、返校时间，未经批准一律不准离校。
Students are not allowed to leave Changzhou (including having a trip) without permission from duty teacher or head teacher. Students are required to register the leaving and returning time with duty teacher or head teacher（Room 602）.
（二）留校学生要严格遵守宿舍管理制度，有外来人员进入必须到宿舍管理员处做好登记，严禁外来人员留宿。不得擅自调换房间和床位。
Students are required to register their visitors’ information with the dorm administrator as dormitory rules say. No visitors are allowed to stay overnight with students.
（三）注意用电安全，不乱动电源、插座及各种电器；停电后确保关闭所有电器；不私自拆装或操作电器设备。不用大功率电器。
Don't move the electrical equipment or power plugs or dismount dorm device or take the wire with disorder or use high-power electrical appliances.
（四）加强自我保护意识，不私自通过网络购买陌生人的物品（主要指通过微信购物）；不轻信陌生短信、邮件等通知。
Don't click any online scams, including shopping links, text messages and emails.
（五）不私自外出从事营利性的经营活动、非法就业。
Doing business and work is not allowed for international students on X visa.
（六）遵守交通法规，注意安全，外出乘坐公共交通工具，不乘坐非法运营车辆。

（七）注意饮食卫生，不随便在路边吃不卫生的食物，防止食物中毒。

Regulation of Subsidies for Foreign Students（Trial）
第一条 为激励留学生努力学习，提高学院留学生人才培养质量，吸引更多优秀学生来校学习，结合学院实际，特制定本办法。
Article 1 In order to encourage foreign students to study hard and attract more excellent students to our institute, this regulation is formulated in accordance with the requirement of the institute.
第二条 留学生助学金发放工作遵循“公开、透明、公正、公平”的原则。
Article 2 The procedure of subsidies offer must be open, clear, just and fair.
第三条 留学生助学金对象为我院所有在籍学历留学生（专业实习期除外）。
Article 3 Candidates of subsidies are all of the registered full-time diploma foreign students studying at CZILI (except the students in professional internship period).
第四条 留学生助学金发放标准以当年招生政策为准。学生有下列情况者将减去相应金额，当月减完为止：
Article 4 The regulation of subsidies is set in accordance with the current enrollment policy. The subsidy will be cut for the following persons:
1.当月旷课不满4学时者，每缺课1学时减发总数的10%。
For those who missed less than 4 classes in one month, 10% of the total amount of subsidies for one month will be deducted for each missed class.
2.当月旷课4学时及以上者，每缺课1学时减发总数的15%，减完为止。
For those who missed 4 or more than 4 classes in one month, 15% of the total amount of subsidies for one month will be deducted for each missed class until the subsidy is deducted to zero.
3.当月因违反外国人出境入境管理有关规定而受到行政处罚者，取消当月助学金发放。
Those who get administrative punishment for violating the Regulations of Entry and Exit for Foreigners will lose the right of getting subsidy for that month.
4.当月因违反校纪校规受到警告及以上处分者，取消处分期的助学金发放，待处分撤消后恢复助学金发放。
Those who get disciplinary punishment for violating the rules and regulations of the institute will lose the right of getting subsidy during the period of sanction. And the grant will be reinstated after cancellation of the sanction.
注：迟到、早退累积3次视为旷课1次。

第五条 留学生当月获得助学金情况将在次月初公示，对出勤和助学金发放情况有异议者须在公示期内到海外教育学院办公室核实。公示无异议后，发放留学生助学金。

Those who have objection to the attendance record and subsidy amount should go to the office of Overseas Education Institute for verification during the public notice period. If no objection of publicity, subsidies will be granted.

Regulations on Tuition Collection of Foreign Students（Trial）
第一章 总则
Chapter I General provisions
第一条 为进一步加强留学生收费管理工作，维护留学生和学院合法权益，根据《国家教育委员会、国家发展计划委员会关于调整自费来华留学生收费标准的通知》（教外来〔1998〕7号）、《学院招收和培养国际留学生管理办法》（2017年教育部、外交部、公安部令第42号）等文件精神，结合学院实际，特制定本办法。
Article 1 In order to further strengthen the management of tuition collection of foreign students and safeguard the legitimate rights and interests of foreign students and the institute, this regulation is laid down in accordance with therequirement of the Institute and the document named Notice of the State Education Commission and the State Development Planning Commission on the Adjustment of the Fee Standard for Self-funded Foreign Students in China and the document named Management Method of Enrolling and Educating Foreign Students.
第二条 本办法适用的收费项目有学费、住宿费、新生注册费及其他入学相关收费项目，这里统称为学费。
Article 2 The tuition fees mentioned in this regulation includes tuition fee, accommodation fee, registration fee and other admission fees.
第三条 按规定缴纳学费是留学生在校期间必须履行的义务，每位留学生必须主动按时足额缴纳学费。
Article 3 Paying tuition fees according to the regulation is an obligation that foreign students must perform during the school year. Each foreign student must pay tuition fees in full and on time.
第二章 组织管理与职责
Chapter 2 Management and Responsibilities
第四条 学院留学生教育与管理工作领导小组负责学费收缴工作的组织、协调、管理和检查。
Article 4 The Leading Group of Foreign Students Education and Management takes charge of the organization, coordination, management and inspection of the collection of tuition fees.
第五条 财务处负责学费的收缴退付，收费项目和收费标准的报批，留学生缴费管理系统的数据库维护，提供留学生缴费及欠费情况的查询、统计服务。
Article 5 The financial department is responsible for the following things: the collection and refund of tuition fees, reporting the fee items and fee standards for approval, the maintenance of the database of the payment management system for foreign students, and the service of inquiry and statistics of the payment and arrears of foreign students.
第六条 海外教育学院负责组织留学生按时足额缴纳学费，督促欠费留学生及时完成缴费，对留学生学费缓缴、减免的初审认定，根据缴费情况办理毕业留学生离校的相关手续。
Article 6 The Overseas Education Institute is responsible for the following things: organizing foreign students to pay tuition fees on time and in full, urging students defaulting on tuition fees to complete the payment, preliminary authorization of postponing and reducing tuition fees for foreign students, dealing with the procedure of leaving school according to the payment.
第三章 学费标准与收费管理
Chapter 3 Tuition standard and management
第七条 根据国家相关文件精神，参考兄弟院校留学生收费标准，结合学院留学生招生、教育实际，学期中期由海外教育学院提出下学期留学生收费方案，经留学生教育与管理工作领导小组会议讨论通过后报院党委，经党委会讨论通过后公示，公示无异议后执行。
Article 7The tuition scheme for the next semester will be made by Overseas Education Institute at the mid of the current semester in accordance with relevant national documents and tuition standard of other colleges. After the discussion and approval of the Leading Group of Foreign Students Education and Management, the tuition scheme will be reported to the Party Committee of the institute. After getting approval from the Party Committee, the tuition scheme will be published and implemented if no objection after publicity.
第八条 为降低安全隐患和招生成本，提高留学生入学报到率，学院在邮寄录取通知书和JW202表之前对符合入学条件的留学生收取600元注册费和500-2000不等的预交金，留学生报到后按实交预交金金额抵学费。
Article 8 600 yuan registration fee and 500-2000 yuan prepaid expense shall be paid by foreign students who meet the admission requirements before receiving the letter of admission and JW202 form, in order to reduce the security risks and the enrollment cost, and to increase the enrollment rate of foreign students. Prepaid expense can be used to pay tuition fees after registration.
第九条 新生缴费流程
Article 9 Payment procedure for freshmen
1.新生接到电子版录取通知书和JW202表后，汇款到学院账户交纳注册费和预交金，待学院财务处确认后，邮寄新生录取通知书、入学须知和JW202表。
After receiving the electronic letter of admission and JW202 form, freshmen should deposit both registration fee and prepaid expense to the bank account of the institute. After the Financial Department of the institute confirm the receipts, both letter of admission and JW202 will be post to students.
2.新生报到后，应根据入学须知中的收费项目、收费标准，在报到当月将剩余学费交至财务处。
After registration, students should pay the remaining tuition fees to the Financial Department in the current month in accordance with the tuition items and fee standard written in the Registration Guide.
3.财务处收到留学生费用后及时打印专用发票，通过海外教育学院送达留学生。
The Financial Department should print the special invoice in time after receiving the fees and send to Overseas Education Institute for foreign students.
第十条 老生缴费流程
Article 10 Payment procedure for old students
1.财务处在每学年第一周内完成老生学费数据库维护工作，老生需在开学当月将学费交至财务处。
The Financial Department should complete the maintenance of the tuition database within the first week of each school year. After the school begins, old students should pay the total amount of the tuition fees to the Financial Department in the first month.
2.老生也可根据收费标准，将学费足额存入指定银行卡中，财务处委托银行集中代扣学费，扣款成功后及时打印专用发票，通过海外教育学院送达留学生。
Students can also deposit the full amount of tuition fees into the designated bank account. The Financial Department entrusts the bank to collectively deduct the tuition fees. After successful deduction, the special invoice will be sent to students.
第十一条 获全额奖学金或部分奖学金留学生如出现以下情况，取消奖学金名额，自动转为自费生。
Article 11 Students who have won full or partial scholarships will be automatically transferred to self-financed students if the following circumstances occur:
1.第一学年结束后未通过HSK4级考试者，第二学年开始按自费生标准缴纳学费。
Students who failed in HSK4 in the first school year have to pay tuition fees as self-financed standard in the second school year.
2.在校期间受记过及以上处分者，从受处分之日算起，在学年内学习未超过一学期者缴纳一学年学费，超过一学期未满一学年者缴纳半年学费。
If he/she has got a demerit or above, he/she should pay tuition fees for one year if he/she has not completed one semester. He/she should pay tuition fees for one year if he/she has completed one semester but not one year.
第四章 学费的缓缴与减免
Chapter 4 Postpone and reduce tuition fees
第十二条 新生入学时由于经济原因无法按时足额缴纳学费，可向海外教育学院申请办理暂缓缴费，在校留学生因经济原因无法及时足额缴清学费，可向海外教育学院提交书面申请暂缓缴费，申请缓缴的留学生应同时提交缴费计划书承诺缴费，经海外教育学院审核后及时告知财务处。缓缴学费的期限原则上不超过两个月。留学生在自己承诺的期限内须足额缴清学费。
Chapter 12 If foreign student has no ability to pay full amount of tuition fees on time for economic reasons, he/she can apply for deferment to Overseas Education Institute. Students who apply for deferment should offer a payment plan to promise the payment time. Both application letter and payment plan will be verified by Overseas Education Institute and sent to the Financial Department. The time of deferment is no more than two months. Students have to pay full amount of tuition fees before the promised deadline.
第十三条 对于家庭经济特别困难的优秀留学生，学院除加大勤工助学、 困难补助等资助工作的力度外，可对学费进行适当减免，留学生减免学费申请获学院批准后，交财务处核抵所欠学费。
Article 13 For excellent students with special financial difficulties, except for the work-study fund and financial aid, tuition fees can be reduced with the approval of the institute. The institute will send the application to the financial department.
第五章 学费的退付
Chapter 5 Refund of tuition fees
第十四条 新生收到学院录取通知书和JW202表后因自身原因放弃入学或申请到其他院校就读的留学生，注册费和预交金不退。因大使馆拒签等不可控原因未能到校报到的留学生，学院按规定流程退还预交金（注册费不退）。
Article 14 After receiving the admission letter and JW202, if the students give up admission for their own reasons or apply to another college, the registration fee and prepaid expense will not be refunded. If students fail to register resulting from some uncontrollable reasons such as the embassy refusal, the prepaid expense will be refunded in accordance with the regulation (registration fee is not refundable).
第十五条 留学生休学，暂停交纳学费，已经完成学费交纳的，不予退费，待留学生复学时，根据实际情况进行结算。
Article 15 If the student suspends from school, the tuition payment should stop. And if he/she has finished the payment, the tuition fees will not be refunded. When that student returns to school, the tuition fees shall be paid in accordance with the regulation.
第十六条 留学生发生退学或转学情况时，待学院批准后，根据学年学习时间进行退费，学习超过一学期，不予退费，未超过一学期，退费50% ，需要退付的，应配合财务处提交相关退费材料，办理退费手续。
Article 16 If the student drops out or transfers to another college, after receiving approval from the institute, tuition fees will not be refunded if he/she has studied over one semester and 50% of the tuition fees will be refunded if he/she has studied less than one semester. If some of the fees has to be refunded, that student should cooperate with the financial department to submit relevant refunding materials and handle the refunding procedure.
第十七条 财务处审核留学生退费材料和手续无误后，应及时为其办理退费，应退费用直接退入留学生指定的本人银行账户中。
Article 17 After checking the refunding materials and procedures, the financial department shall handle the refunding in time and the refunded fees shall directly deposit to the designated bank account of the foreign student his/her own.
第六章 欠费的认定与处理
Chapter 6 Identification and handling of arrears
第十八条 有以下情况者，视为拖欠学费：
Article 18 The following circumstances shall be deemed as defaulting the payment of tuition fees:
1.留学生无特殊原因在学院规定的时间内未足额缴清学费的；
Foreign students fail to pay full amount of tuition fees on time without special reasons.
2.申请暂缓缴费的留学生超过承诺期限仍未足额缴清学费的。
Students who have applied for suspension of payment fail to pay tuition fees in full within the promised deadline.
第十九条 对拖欠学费的留学生，按以下规定处理：
Article 19 For those students who are in arrears of tuition fees, they should be treated as follows:
1.海外教育学院对其加强教育，督促其及时缴费，及时向家长通报欠费情况，并告知学院的相关规定；
Teachers in Overseas Education Institute shall strengthen education and urge students to pay in time. And the arrears and the regulations of defaulting payment should be informed to their parents.
2.不予办理学籍注册手续，已经注册的取消注册，已修课程不予确认，暂停其所上课程，直至学费缴清；
The student status shall not be registered or those who have already registered shall be canceled, the courses completed shall not be confirmed, the coursed shall be suspended until tuition fees are paid in full.
3.留学生满足毕业条件申请离校时，仍未缴清学费的，暂缓发放毕业证书，暂缓交予留学生档案。
If foreign students have meet the graduation requirements but fail to pay tuition fees in full, his/her diploma and files shall be detained.
第七章 附则

第一条 为规范留学生宗教活动，保障留学生宗教信仰自由，维护校园秩序和公共利益，依据《中华人民共和国宪法》《中华人民共和国治安管理处罚法》《中华人民共和国外国人宗教活动管理规定》等法律法规，特制定本规定。

第六条 以上情况一经发现将给予严重警告以上处分；构成违反外国人入境出境管理行为或者治安管理行为的，将给予开除学籍处分，并由公安机关依法进行处罚；构成犯罪的，由司法机关依法追究刑事责任。
Article 6 Punishment of serious warning or above will be given once the above situations are found. If it constitutes a violation of the law of Foreigners’Exit and Entry Administration Act or the law of Public Security Management Act, that student shall be dismissed from school and be punished by the police according to the law. If it constitutes a crime, the judicial authority shall investigate the criminal responsibility according to the law.
第七条 留学生本民族相关宗教节日学院不予放假，学生需正常参加学院教学及有关活动。
Article 7 International students are not allowed to take holidays during the relevant religious festivals in their own country, and students are required to participate in the study and related activities as usual.
第八条 本规定由海外教育学院负责解释，自发布之日起施行。

留学生电动自行车管理规定
The Rules of Management
of Electric Bikes for Foreign Students
第一条 为加强校园安全综合治理，维护校园稳定，切实保护师生人身安全，根据国家新出台《电动自行车安全技术规范》，经与保卫处会商，特制定此办法。
In order to improve the security environment on campus and protect teachers and students' personal safety, after consulting the newly issued Safety Technical Requirements of Electric Bicycles and with the Security Deparment of CZILI, we decide to strengthen the management of electric bikes.
第二条 电动自行车的标准
1、最高设计车速不超过25 km/h；
2、整车质量(含电池)不超过55kg；
3、电机功率不超过400W、蓄电池标称电压不超过48V。
The general standards of electric bikes
1.The highest designed speed is no more than 25km/h.
2.The whole weight (including the battery) is no more than 55kg.
3.The motor power is no more than 400W, and the nominal voltage of the battery is no more than 48V.
第三条 电动自行车的安全使用
The safety use of electric bikes:
1.不得私自改装或增加动力装置；
1.It is forbidden to reequip the electric bike or add power device to the electric bike;
2.必须到公安机关实名登记上牌。
Students can drive electric bikes only when registering in public security organization with real names and getting electric bike licenses .
3.驾驶电动自行车应遵守《江苏省道路交通安全条例》等中国交通安全相关法律法规，在规定车道或混合车道靠右侧行驶，不得搭乘多人，除驾驶员外一辆电动自行车只允许搭乘一名十二周岁以下的人员；
3.Students should abide by relevant laws and regulations of China's traffic safety(such as the Regulations on Road Traffic Safety of Jiangsu Province) . Students should drive on the prescribed road or the mixed (vehicles and non-vehicles combined) road at the right side. It is forbidden to carry adults on electric bikes. Except the driver, one electric bike can only carry one child under 12.
4.校园内驾驶电动自行车禁止鸣号，须减速慢行，注意避让行人，时速不得超过15km/h；
4. When students drive electric bikes on campus, alarms and horns should be turned off. Drivers should slow down and give way to pedestrians. The driving speed is no more than 15km/h.
5.电动自行车应在指定地点有序停放，不得在楼宇的公共通道及其它妨碍交通的地点停放；
5.Students should park the electric bikes orderly at the named place. It is forbidden to park on the public passage of buildings and other places where the traffic may be blocked.
第四条 严禁学生在校园内外驾驶摩托车、电动摩托车、电动轻便摩托车。
Students are forbidden to drive motorcycles、electric motorcycle and electric moped on and off campus.
外国留学生突发事件应急处理预案
Emergency Contingency Plan for Foreign Students
为有效预防、及时控制和消除留学生突发事件的危害，保障在校留学生身心健康和生命安全，维护正常的校园秩序，营造良好育人环境，根据高校安全工作的有关要求，结合本校实际，特制定本预案。
In order to prevent effectively, control in time and eliminate the harm caused by emergencies of foreign students, to ensure physical and mental health of foreign students in the college and life safety, to maintain the normal campus order and create the good educational environment, the plan is formulated in accordance with pertinent requirements concerning safety in higher education and in the light of the specific situation of the College.
一、本预案所称“留学生突发事件”主要是指危及留学生身心健康和生命安全的突发性意外事件，如留学生自杀、自残、自虐性事件，留学生离校出走或失踪事件，留学生打架或群殴事件，留学生重大失窃事件，留学生发生交通意外或其他重大恶性事故，留学生宿舍发生火灾事件，留学生突发性疾病、食物中毒或发生群体性流行疾病等事件。
Ⅰ. The so-called “emergency of the foreign student” in the plan mainly refers to the emergencies which may endanger physical and mental health or the life of foreign students, e.g. suicide, self-mutilation, self-abuse of foreign students, running away from the College or disappearance of foreign students, fighting or group fisticuffs of the foreign student, serious theft of the foreign student, traffic accident or other serious accidents incurred by foreign students, fire in the dormitory of foreign students, sudden disease of foreign students, food poisoning or mass infectious disease and etc..
二、本预案是学校处理留学生突发事件的主要依据。
Ⅱ. The plan constitutes the major basis for the College to handle the emergency of the foreign student.
三、学校一旦发生留学生突发事件，应立即启动应急处理预案，全力投入突发事件的处理工作。
Ⅲ. In the event of the foreign student emergency in the College, the College shall initiate the contingency plan immediately and be fully involved in handling the emergency.
四、留学生突发事件应急处理原则
在留学生突发事件的处理方面要着手建立好预警制度、及时报告制度、先期处理制度、善后工作制度。遵循预防为主、常备不懈的方针，贯彻统一领导、分级负责、反应及时、措施果断的原则。
Ⅳ. Principles in handling the foreign student emergency
With respect to handling the emergency of the foreign student, establish the early-warning system, timely reporting system, preliminary treatment system and rehabilitation system. Adhere to the guideline of prevention first and unremitting preparation, and implement the principles of unified leadership, responsibility at different levels, timely response and decisive measure.
五、学校成立留学生工作暨突留学生发事件应急指挥领导小组，由分管留学生工作的院领导任组长，具体成员由国际交流合作处（外事办、港澳台办）、党院办、教务处、宣传部、保卫处、学生工作处、团委、后勤管理处等部门的有关负责人组成。办公室设在国际交流合作处。
Ⅴ. The college will establish the contingency command leadership team for the foreign student emergency, which will be led by the college leader in charge of the foreign student, relevant persons in charge in International Education School, Party Committee Office and Publicity Department, Security Department, Student Affairs Office, Youth League Committee Office, Logistics Management Department and so on will be members of the team. The office is situated in the International Education School.
留学生工作暨突留学生发事件应急指挥领导小组的主要职责：
Major responsibilities of the contingency command leadership team for the foreign student emergency:
1、了解和掌握留学生突发事件的情况，控制局面，阻止事态发展，并研究突发事件处理的具体策略；
Understanding and mastering the foreign student emergency, controlling the situation, preventing the situation from getting worse, and studying on specific measures to deal with the emergency;
2、组织和指挥各方面力量处理突发事件，并及时将重大恶性突发事件向上级主管部门汇报；
Organizing and commanding all the forces to deal with the emergency, and reporting to the superior competent department the serious emergency in time;
3、密切配合医疗、防疫、公安等机构对事故的处理；
Closely cooperating with medical care, epidemic prevention, public security and other institutions to deal with the accidents;
4、负责事件的调查和善后处理工作；
Investigation and rehabilitation of the event;
5、总结事件教训，提出整改措施。
Summarizing lessons learnt from the event and proposing rectification measures.
六、留学生突发事件的应急处理
Ⅵ. The foreign student emergency contingency
1、留学生自杀、自残、自虐性事件的处理
Handling the foreign student’s suicide, self-mutilation and self-abuse
(1)留学生发生自杀、自残、自虐性事件，知情人员除立即实施救治外，还应及时将情况报告班主任或辅导员；
In the event of suicide, self-mutilation and self-abuse of the foreign student, the informed shall report the event to the teacher in charge or the tutor besides conducting cure and treatment immediately;
(2)班主任或辅导员获悉情况后，应立即向学院分管领导汇报，并在第一时间赶到现场，组织人员及时将伤员送至校医院或市区医院；学院应在2小时之内将情况报告学校突发事件应急指挥领导小组；
Upon being informed of the event, the teacher in charge or the tutor shall forthwith report to the leader in charge in the school, and come to the scene immediately, organize the people to send the injured to the hospital of the College or the urban hospital; the school shall report the event to the contingency command leadership team within 2 hours;
(3)学院应及时将情况通知留学生家长及所在国使领馆，并做好家长和使领馆来校的接待和安抚工作；
The school shall notify the embassy and parents of the foreign student promptly and be prepared to receive and conciliate the foreign student’s parents;
(4)学校留学生工作暨突留学生发事件应急指挥领导小组立即组织有关职能部门开展调查，必要时应配合公安机关做好情况不明的案件的侦查工作。
The contingency command leadership team for the foreign student emergency shall immediately organize relevant functional departments to conduct investigation, and if necessary, shall cooperate with the public security in investigating unclear cases.
2、留学生离校出走或失踪事件的处理
(1)留学生擅自离校后，知情人员应及时将情况报告班主任或辅导员；
(2)班主任或辅导员在获悉留学生擅自离校的情况后，应立即向学院分管领导汇报，并及时进行调查了解；对去向不明的留学生应立即组织查找，及时查明该留学生的去向；
Upon being informed of the event, the teacher in charge or the tutor shall forthwith report to the leader in charge in the school, and meanwhile conduct investigation; organize search of the foreign student whose whereabouts are unknown, and find out the whereabouts of the foreign student;
(3)在无法查明留学生去向的情况下，学院应在2小时之内将情况向学校突发事件应急指挥领导小组汇报，及时通知留学生家长及所在国使领馆；
In the event that it is impossible to find out the whereabouts of the foreign student, the school shall report it to the contingency command leadership team within 2 hours and notify the embassy and the foreign student’s parents;
(4)学校留学生工作暨突留学生发事件应急指挥领导小组在2小时之内向公安机关报案，并报告上级有关部门。
The contingency command leadership team for the foreign student emergency shall immediately report the case to the public security within 2 hours and report it to superior department concerned.
3、留学生打架或群殴事件的处理
Handling fighting or group fisticuffs of foreign students
(1)留学生发生打架或群殴事件，知情人员应立即报告学校保卫处(校园110)，并及时将情况报告班主任或辅导员；
In the event of fighting or group fisticuffs of foreign students, the informed shall immediately report it to the Security Department of the College (Campus 110), and meanwhile report the event to the teacher in charge or the tutor;
(2)学校保卫处和班主任或辅导员在获悉情况后，应在第一时间赶到现场，设法稳定局势，防止事态恶化；如有人员受伤，应立即组织人员将伤员送至校医院或市区医院诊治；同时班主任或辅导员应立即将情况向学院分管领导汇报；
Upon being informed of the event, the Security Department and the teacher in charge or the tutor shall immediately come to the scene and try to control the situation and prevent it from getting worse; in the event of occurrence of the injured, organize the people to send the injured to the hospital of the College or the urban hospital for treatment; meanwhile the teacher in charge of the class or the tutor shall immediately report it to the leader in charge in the school;
(3)学院应在获悉情况后2小时之内报告学校留学生工作暨突留学生发事件应急指挥领导小组；
The school shall report the event to the contingency command leadership team for the foreign student emergency within 2 hours;
(4)发生留学生伤亡的，学院应及时将情况通知留学生家长及所在国使领馆，并做好家长和使领馆来校的接待和安抚工作；
In the event of occurrence of injury or death of the foreign student, the school shall notify the embassy and parents of the foreign student promptly and be prepared to receive and conciliate the foreign student’s parents;
(5)学校留学生工作暨突留学生发事件应急指挥领导小组将后果严重的留学生打架事件，在2小时之内向上级主管部门汇报；
The contingency command leadership team for the foreign student emergency will report to the superior competent department within 2 hours following the occurrence of serious fighting of the foreign student;
(6)学院应积极配合有关部门开展调查取证工作，尽早向目击者了解事件的真实情况，及时查清突发事件的原因和经过；
The school shall actively cooperate with relevant departments to conduct investigation and evidence collection, try to find out the true facts of the event as soon as possible and find out the reason and course of the emergency;
(7)学院应立即提出整改措施，加强对留学生的思想教育。
The school concerned shall promptly propose rectification measures and strengthen ideological education of foreign students.
4、留学生重大失窃事件的处理
Handling serious theft of foreign students
(1)留学生发生重大失窃事件，应在第一时间向学校保卫处报案，同时将情况报告班主任或辅导员；
In the event of serious theft, foreign students shall report the case to the Security Department immediately and meanwhile report it to the teacher in charge of the class or the tutor;
(2)班主任或辅导员应立即采取应急措施，组织保护现场；
The teacher in charge of the class or the tutor shall take contingency measures immediately and organize protection of the scene;
(3)学校保卫处在接到留学生或老师的报案后，应立即组织人员到达现场进行勘察，同时向公安机关报案外，并应在2小时之内将情况及时向学校留学生工作暨突留学生发事件应急指挥领导小组汇报；
Upon receiving the case reported by the foreign student or the teacher, the Security Department shall immediately organize personnel to go to the scene and conduct investigation, and meanwhile besides reporting the case to public security, report the case to the contingency command leadership team for the foreign student emergency within 2 hours;
(4)学校保卫处和学院应积极配合公安机关做好现场勘察和事件的调查工作。
The Security Department and the school shall actively cooperate with the public security in conducting scene investigation and investigation of the case.
5、留学生发生交通意外或其他重大恶性事故的处理
Handling traffic accident or other serious accidents incurred by foreign students
(1)留学生发生交通事故，班主任或辅导员在接到通知后应立即向学院分管领导汇报，并及时与留学生家长和所在国使领馆取得联系；
In the event of traffic accident incurred by the foreign students, the teacher in charge of the class or the tutor shall report it to the leader in charge in the school immediately upon receipt of the notice and meanwhile contact the embassy and parents of the foreign student;
(2)学院应在2小时之内将情况向学校突发事件应急指挥领导小组汇报，并积极配合医院和交管部门，做好留学生的救治和事故处理工作；
The school shall report the case to the contingency command leadership team for the foreign student emergency within 2 hours, and actively cooperate with the hospital and the traffic police authority in treatment of the foreign student and the accident handling;
(3)学院应配合学校突发事件应急指挥领导小组和有关职能部门，做好留学生家长来校的接待和安抚工作。
The school shall cooperate with the contingency command leadership team for the emergency and relevant functional departments to be prepared to receive and conciliate the embassy and parents of the foreign student.
6、留学生宿舍发生火灾等突发事件的处理
Handling fire and other emergencies in the dormitory of foreign students
(1)留学生宿舍发现火情后，应立即开展灭火，同时立即向留学生物业管理站和学校保卫处报告；
In the event of discovery of fire in the dormitory of the foreign student, put out the fire immediately, and meanwhile report it to the foreign student Property Management Office and the Security Department;
(2)相关人员第一时间到达现场，及时到位，组织留学生有序疏散，切断电源和气源，正确使用消防器材尽快扑灭火源，及时进行救援，稳定局势。
The personnel concerned shall come to the scene immediately and assume their responsibilities, disperse the foreign students, shut off the power and gas, accurately use the fire equipment to put out the fire, conduct timely rescue and stabilize the situation.
(3)采取有效措施做好稳定人心、缓解情绪、查明原因、联系有关单位、减少损失和影响的工作；
Take effective measures to reassure the public, set their emotions at ease, find out the reason, contact relevant units and reduce damage and the influence;
(4)做好灾情记录和汇报，吸取经验教训，杜绝类似事件再次发生。
Make a good record of the disaster and report the accident, learn lessons to avoid reoccurrence of similar events.
7、留学生突发性疾病、食物中毒或发生群体性流行疾病等事件的处理
Sudden disease of the foreign student, food poisoning or mass infectious disease and etc.
(1)留学生突发性疾病、食物中毒或发生群体性流行疾病等事件，知情人员除立即实施简单救治外，还应及时将情况报告班主任或辅导员；
In the event of sudden disease of the foreign student, food poisoning or mass infectious disease and etc., the informed shall immediately report it to the teacher in charge of the class or the tutor besides carrying out simple treatment;
(2)班主任或辅导员获悉情况后，应立即向学院分管领导汇报，并在第一时间赶到现场，组织人员及时将病人送至校医院或市区医院；学院应在2小时之内将情况报告学校突发事件应急指挥领导小组；
Upon being informed of the event, the teacher in charge or the tutor shall forthwith report to the leader in charge in the school, and come to the scene immediately, organize the people to send the injured to the hospital of the College or the urban hospital; the school shall report the event to the contingency command leadership team within 2 hours;
(3)病情严重的，应及时将情况通知留学生家长和所在国使领馆，并做好家长和使领馆来校的接待和安抚工作；

(4)学校留学生工作暨突留学生发事件应急指挥领导小组立即组织有关职能部门开展调查，必要时应配合公安机关做好情况不明的案件的侦查工作。

七、对留学生突发事件的知情报告是全校师生的责任和义务，对重大的留学生突发事件迟报、漏报、瞒报、虚报的，对获悉留学生突发事件发生而处理不及时不到位的，学校将追究有关人员的责任。
Ⅶ. It is the responsibility and obligation of all the foreign students and teachers to report the emergency of the foreign student, in the event of delay in report, failure to report, concealment of the report and false report of major emergency of the foreign student, and knowing the emergency of the foreign student but failing to handle in time, the College will investigate the responsibilities of the personnel concerned.

第一章 总则
Chapter I General provisions
第一条为增进我国与世界各国人民之间的了解和友谊，促进高等学校的国际交流与合作，加强对接受和培养外国留学生工作的规范管理，根据《中华人民共和国教育法》、《中华人民共和国高等教育法》和《中华人民共和国外国人入境出境管理法》制定本规定。
Article 1 These rules are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China and the Law of the People's Republic of China on Control of the Entry and Exit of Aliens, for the purpose of enhancing mutual understanding and friendship between the Chinese people and people of all other countries, promoting international cooperation and communication among universities and colleges, and strengthening standardized management on enrolling and training Foreign Students to study in China.
第二条本规定所称高等学校，系指经教育部批准的实施全日制高等学历教育的普通高等学校；本规定所称外国留学生是指持外国护照在我国高等学校注册接受学历教育或非学历教育的外国公民。
Article 2 The higher education institutions as referred to in these rules are those higher-learning bodies authorized by the Ministry of Education to offer full-time schooling for higher academic qualification education. The Foreign Students as referred to in these rules are those foreign citizens with foreign passport who are registered in China's higher education institutions to receive academic qualification or non-academic qualification educations.
第三条高等学校接受和培养外国留学生的工作，应当遵循“深化改革，加强管理，保证质量，积极稳妥发展”的方针。

第四条接受外国留学生的高等学校，应当具有必备的教学和生活条件，以及相应的教学科研水平和管理水平。
Article 4 The higher education institutions accepting Foreign Students should possess prerequisite teaching and living facilities, and reach corresponding teaching and research level as well as management level.
第五条高等学校接受和培养外国留学生，应当遵循国家外交方针，维护国家主权、安全和社会公共利益。
Article 5 The higher education institutions, when enrolling and training Foreign Students, should follow the country's foreign policies, safeguard national sovereignty, security, social and public benefits.
第二章 管理体制
Chapter II Management system
第六条教育部统筹管理全国来华留学工作，负责制定接受外国留学生的方针、政策，归口管理“中国政府奖学金”，协调、指导各地区和学校接受外国留学生工作，并对各地区和学校的外国留学生管理工作和教育质量进行评估。教育部委托国家留学基金管理委员会负责国家计划内外国留学生的招生及具体管理工作。
Article 6 The Ministry of Education manages the country's work on enrolling Foreign Students at Chinese Colleges and Universities in an all-around way, formulates the principles and policies on accepting Foreign Students, manages the Chinese Government Scholarship in accordance with its administration scope, coordinates and guides the work on enrolling Foreign Students in all regions and all schools in China, and evaluates the Foreign Students management work in all regions and schools and their teaching quality.
The Ministry of Education entrusts the National Study-abroad Fund Management Committee to take charge of the work on state-planned enrollment of Foreign Students and the detailed management work.
第七条高等学校接受外国留学生，由省、自治区、直辖市教育行政部门会同同级外事和公安部门审批，并报教育部备案。高等学校接受享受中国政府奖学金的外国留学生，由教育部审批。
Article 7 Higher education institutions, when enrolling Foreign Students, should be subject to examination and approval by the administrative department for education as well as same-level foreign affairs department and public security department under the people's government in each province, autonomous region and municipality, and submit it to the Ministry of Education for report. The enrollment of Foreign Students to enjoy the Chinese Government Scholarship should be examined and approved directly by the Ministry of Education.
第八条省、自治区、直辖市教育行政部门负责本地区高等学校接受外国留学生工作的协调管理。外事、公安等有关部门协助教育行政部门和高等学校做好外国留学生的管理工作。
Article 8 The administrative department for education under the people's government in each province, autonomous region and municipality shall be in charge of the coordination work on enrolling Foreign Students at higher education institutions in its administrative region. The competent local authorities, including foreign affairs department and public security department, shall assist the administrative department for education and higher education institutions to handle well the management work on Foreign Students.
第九条高等学校具体负责外国留学生的招生、教育教学及日常管理工作。学校应当有校级领导分管本校的外国留学生工作；学校应当根据有关规定建立外国留学生管理制度，并设有外国留学生事务的归口管理机构或管理人员。
Article 9 Higher education institutions shall take the detailed responsibility for the recruitment, education, teaching and daily management work on Foreign Students. The universities and colleges should entrust a president-level official to take charge of the work on Foreign Students in his institution. The institution should formulate management system on Foreign Students in accordance with relevant rules, and establish competent administrative agencies or entrust management personnel within the institution to handle Foreign Student’s affairs.
第三章 外国留学生的类别、招生和录取
Chapter III Classification, Recruitment and Enrollment of Foreign Students
第十条高等学校可以为外国留学生提供学历教育和非学历教育。接受学历教育的类别为：专科生、本科生、硕士研究生和博士研究生；接受非学历教育的类别为：进修生和研究学者。
Article 10 Higher education institutions can provide Foreign Students with education for academic qualifications and education for non-academic qualifications. Higher education for academic qualifications includes special course education, regular course education and graduate program. Higher education for non-academic qualifications includes advanced education and research program.
第十一条高等学校应当制定外国留学生招生办法，公布招生章程，按规定招收外国留学生。
Article 11 Higher education institutions should formulate recruitment measures for Foreign Students, publicize recruitment regulations and enroll Foreign Students in accordance with the regulations.
第十二条高等学校招收外国留学生名额不受国家招生计划指标限制。
Article 12 The number of Foreign Students to be enrolled in higher education institution is not limited by the state-planned quota.
第十三条高等学校应当按照国家有关规定确定并公布对外国留学生的收费项目及收费标准，并以人民币计价收费。
Article 13 The tuition items and fee standards collected by higher education institutions shall be formulated and publicized in accordance with the relevant regulations of the state, and shall be calculated and collected in Renminbi.
第十四条高等学校接受外国留学生的专业应当是对外开放专业。为外国留学生单独设立新的学历教育专业，必须报教育部审批。

第十五条申请到我国高等学校学习、进修的外国公民，应当具备相应的资格并符合入学条件，有可靠的经济保证和在华事务担保人。
Article 15 The foreign citizens applying to study at higher education institutions in China shall acquire competent qualifications and meet the enrollment requirement, possess economic assurance and a warrantor in China.
第十六条高等学校应当对申请来华学习者进行入学资格审查、考试或考核。录取标准由学校自行确定。对使用汉语接受学历教育者，应当进行汉语水平考试。
Article 16 Higher education institutions shall provide qualification assessment, entrance test or checkup for Foreign Students. Higher education institutions can decide their own enrollment standard. Foreign Students receiving academic qualification education in Chinese should take part in the HSK.
第十七条外国留学生的录取由高等学校决定。高等学校应当优先录取国家计划内招收的外国留学生；高等学校可以自行招收校际交流外国留学生和自费外国留学生。
Article 17 The enrollment of Foreign Students is determined by higher education institutions. The state-planed enrollment of Foreign Students should take the first priority. Higher education institutions have the right to enroll Foreign Students under inter-school exchange programs and self-paid Foreign Students.

Article 18 Higher education institutions can accept Foreign Students enrolled or transferred from other institutions upon permission from the latter.
第四章 奖学金制度
Chapter IV Scholarship System
第十九条中国政府为外国留学生来华学习设立“中国政府奖学金”。“中国政府奖学金”类别有：本科生奖学金、研究生奖学金和进修生奖学金等。教育部根据需要，设立其他专项研究或培训等奖学金。
Article 19 The Chinese government establishes the Chinese Government Scholarship for Foreign Students to study in China.
The Chinese Government Scholarship includes undergraduate scholarship, graduate scholarship and advance students' scholarship.
The Ministry of Education, in accordance with real needs, has established other scholarships for special research or training.
第二十条教育部根据我国政府与外国政府签订的协议以及我国与外国交流的需要，制定享受中国政府奖学金外国留学生的招生计划。
Article 20 The Ministry of Education formulates the plan on enrolling Foreign Students who receive the Chinese Government Scholarship, in accordance with relevant treaties signed between the Chinese Government and foreign countries and the need of exchanges between China and other countries.
第二十一条享受中国政府奖学金来华学习的外国留学生应当接受享受奖学金资格的年度评审。评审工作由高等学校按照有关规定进行。对未通过评审的外国留学生，将根据规定中止或取消其享受中国政府奖学金的资格。
Article 21 Foreign Students receiving the Chinese Government Scholarship to study in China should accept annual assessment on the scholarship qualification. The assessment work will be conducted by higher education institutions in accordance with relevant rules. For those Foreign Students who fail to pass the assessment, their qualification to enjoy the Chinese Government Scholarship will be suspended or canceled in accordance with the rules.
第二十二条地方人民政府和高等学校可以根据需要单独或联合为外国留学生设立奖学金。中国和外国企业、事业组织、社会团体及其他社会组织和个人，经征得高等学校和省级教育主管部门同意，也可以为外国留学生设立奖学金，但不得附加不合理条件。
Article 22 Local governments and higher-learning institutions have the right to solely or jointly establish scholarships for Foreign Students in accordance with real needs. Upon obtaining permission from the higher education institutions and provincial administrative department for education, Chinese and foreign enterprises, institutions, social organizations or other social bodies and individuals can also set up scholarships for Foreign Students, with no irrational conditions added.
第五章 教学管理
Chapter V Teaching management
第二十三条高等学校应当根据学校统一的教学计划安排外国留学生的学习，并结合外国留学生的心理和文化特点开展教育教学活动。在确保教学质量的前提下，可以适当调整外国留学生的必修和选修课程。
Article 23 Higher education institutions shall arrange courses for Foreign Students in accordance with the unified teaching curriculum formulated by the institutions, and conduct teaching activities by consulting Foreign Students' psychological and cultural characteristics. Under the prerequisite of ensuring teaching qualities, compulsory or optional courses for Foreign Students can be adjusted appropriately.
第二十四条汉语和中国概况应当作为接受学历教育的外国留学生的必修课；政治理论应当作为学习哲学、政治学和经济学类专业的外国留学生的必修课，其他专业的外国留学生可以申请免修。
Article 24 Chinese and general introduction of China are compulsory courses for Foreign Students. Political theory is the compulsory course for those majoring in philosophy, politics and economics and is optional for other majors.
第二十五条汉语为高等学校培养外国留学生的基本教学语言。对汉语水平达不到专业学习要求的外国留学生，学校应当提供必要的汉语补习条件。高等学校可以根据条件为外国留学生开设使用英语等其他外国语言进行教学的专业课程。使用外语接受学历教育的外国留学生，毕业论文摘要应当用汉语撰写。
Article 25 Chinese is the basic teaching language for higher education institutions to train Foreign Students. Higher education institutions should provide language remedy for Foreign Students whose Chinese proficiency fails to meet the professional standard.
Higher education institutions can offer major courses in English or other foreign languages for Foreign Students in accordance with real conditions. For Foreign Students receiving academic qualification education in foreign languages, they should write abstract for graduation thesis in Chinese.
第二十六条高等学校组织外国留学生进行教学实习和社会实践，应当按教学计划与在校的中国学生一起进行；但在选择实习或实践地点时，应当遵守有关涉外规定。
Article 26 When organizing teaching internship and social practice for Foreign Students, the higher education institutions should follow the teaching plan and let Foreign Students join the on-campus Chinese students for the activities. The selection of places for the internship or practices should observe relevant foreign affairs regulations.
第二十七条高等学校应当根据教学需要，为外国留学生提供必要的学习条件。外国留学生在教学计划以外使用其他设备和获取其他资料，应当提出申请，由学校按照有关规定和程序审批。
Article 27 Higher education institutions should provide necessary study surroundings for Foreign Students in accordance with teaching requirement. When using extra equipment or obtaining extra materials outside the teaching plan, the Foreign Students should offer application and receive approval from the higher education institutions in accordance with relevant rules and procedures.
第二十八条高等学校根据国家有关规定对外国留学生进行学籍管理。高等学校对外国留学生作勒令退学或开除学籍处分时，应当报省级教育行政部门备案；如受到上述处分者为国家计划内招收的外国留学生，学校还应当书面通知国家留学基金管理委员会。
Article 28 A system of student-status record on school roll shall be instituted by the higher education institutions, in accordance with relevant laws, on Foreign Students studying in China. Higher education institutions, when ordering a Foreign Student to suspend his/her study or canceling the Foreign Student's name from the school roll, shall report to provincial education administrative department for records. The higher education institutions shall send a written notification to the National Study-abroad Fund Management Committee if the punished Foreign Student is on the state-planned enrollment list.
第二十九条学校根据有关规定为外国留学生颁发毕业证书（结业证书、肄业证书）或写实性学业证明，为获得学位的外国留学生颁发学位证书。学校可以根据需要提供上述证书的外文翻译文本。
Article 29 Higher education institutions shall issue graduation diploma (course-complete diploma, study certificate) or other describing-style certificates to Foreign Students in accordance with relevant rules, and confer degree diplomas to Foreign Students meeting the qualifications for academic degrees. The higher education institutions can provide non-Chinese version of the above diplomas in accordance with necessary needs.
第六章 校内管理
Chapter VI On-Campus Management
第三十条高等学校依照国家有关法律、法规和学校的规章制度对外国留学生进行教育和管理。学校应当教育外国留学生遵守我国的法律、法规及学校的规章制度和纪律，尊重我国的社会公德和风俗习惯。
Article 30 Higher education institutions shall launch education and management on Foreign Students in accordance with relevant State laws, rules and institutional regulations. The institutions should teach Foreign Students to abide by Chinese laws and regulations, school rules and discipline, and respect social morality, customs and habits in China.
第三十一条高等学校一般不组织外国留学生参加政治性活动，但可以组织外国留学生自愿参加公益劳动等活动。
Article 31 Higher education institutions generally are not encouraged to organize Foreign Students to take part in political activities. However, they can organize Foreign Students to join public welfare activities on a voluntary basis.
第三十二条高等学校应当允许、鼓励外国留学生参加学校学生会组织举办的文体活动；外国留学生也可以自愿参加我国在重大节日举行的庆祝活动；在外国留学生比较集中的城市或地区，有关部门和学校应当为外国留学生举办有益于身心健康的文体活动。经学校批准，外国留学生可以在校内成立联谊团体，并在我国法律、法规规定的范围内活动，服从学校的领导和管理。外国留学生成立跨校、跨地区的组织，应当向中国政府主管部门申请。
Article 32 Higher education institutions should permit and encourage Foreign Students to attend entertainment and sports activities organized by students union on the campus. Foreign Students can also participate in the celebration galas held during major Chinese holidays on a voluntary basis. In cities and regions where Foreign Students live in concentrated community, the local competent departments and the higher education institutions shall organize physical and mental friendly activities for the Foreign Students.
Upon permission from the higher education institutions, Foreign Students may form their own union organizations on the campus, which shall conduct activities within the scopes defined by Chinese laws and regulations, and are subject to the leadership and management of the higher education institution. When establishing inter-school or inter-region organizations, Foreign Students should apply to competent authorities of the Chinese Government for approval.
第三十三条高等学校应当尊重外国留学生的民族习俗和宗教信仰，但不提供举行宗教仪式的场所。校内严禁进行传教及宗教聚会等活动。
Article 33 Higher education institutions shall respect the national customs and religious faith of Foreign Students, but are forbidden to provide places for religious rituals. Any missionary activities and religious gathering are forbidden on the campus.
第三十四条外国留学生经高等学校批准，可以在校内指定的地点和范围，举行庆祝本国重要传统节日的活动，但不得有反对、攻击其他国家的内容或违反公共道德的言行。
Article 34 Upon permission from the higher education institution, Foreign Students can hold activities to celebrate their own major traditional festivals at designated places and within approved scopes. However, no content aimed at opposing and attacking other countries, or words and deeds violating public ethics are allowed.
第三十五条高等学校应当为外国留学生提供食宿等必要的生活服务设施，并根据有关规定建立和公布服务设施的使用管理制度。
Article 35 Higher education institutions should provide necessary daily life service facilities, including boarding and lodging, for Foreign Students, formulate and publicize the operation and management system on the service facilities.
第三十六条外国留学生在校学习期间不得就业、经商，或从事其他经营性活动，但可以按学校规定参加勤工助学活动。
Article 36 Foreign Students are not allowed to take up jobs, operate business, or engage in other business-related activities during their study in China. However, work-study activities in accordance with college rules are permitted.
第七章 社会管理
Chapter VII Social Administration
第三十七条外国留学生的社会管理，由有关行政部门负责。高等学校应当配合有关行政部门，做好外国留学生的社会管理工作。
Article 37 Relevant administrative departments are responsible for the social management on Foreign Students studying China. Higher education institutions should cooperate relevant administrative departments to handle well the social management work on Foreign Students.
第三十八条外国留学生可以在校外住宿，但应当按规定到居住地公安机关办理登记手续。
Article 38 Foreign Students can live outside of the campus, after registration at the local public security agencies in accordance with relevant rules.
第三十九条有关部门应当为外国留学生正常的学习和社会实践活动提供方便，收费标准应当与中国学生相同。
Article 39 Relevant departments shall provide convenience to Foreign Students for their normal study and social practices, offering the same charge standard as with Chinese students.
第四十条外国留学生在我国境内进行出版、结社、集会、游行、示威等活动，应当遵守我国有关法律、法规的规定。外国留学生在我国境内进行宗教活动必须遵守《中华人民共和国境内外国人宗教活动的管理规定》。
Article 40 Foreign Students shall obey China's laws and regulations when conducting activities of publishing, association, assembly, procession and demonstration in the Chinese territory. When attending religious activities in China, the Foreign Students should abide by the Regulation of Aliens' Religious Activities in the Territory of the People's Republic of China.
第四十一条外国留学生携带、邮寄物品入出境，应当符合我国有关管理规定。
Article 41 Foreign Students shall obey relevant Chinese rules when bringing or mailing articles to enter or exit China.
第八章 入出境和居留手续
Chapter VIII Entry and Exit, and Residing Procedures
第四十二条外国留学生一般应当持普通护照和“X”或“F”字签证办理学习注册手续。来华学习六个月以上者，凭《外国留学人员来华签证申请表》(JW201表或JW202表)、学校的《录取通知书》和《外国人体格检查记录》，向中国驻外签证机关申请“X”字签证；来华学习期限不满六个月者，凭《外国留学人员来华签证申请表》(JW201表或JW202表)和学校的《录取通知书》，向中国驻外签证机关申请“F”字签证；以团组形式来华的短期留学人员，也可以凭被授权单位的邀请函电，申请“F”字团体签证。
Article 42 Foreign Students generally should take private passports, X or F visas with them to register for study at higher education institutions. For those who plan to study in China for more than 6 months, they can apply for X visas from Chinese embasDIECs or consulates abroad and other resident agencies, by bringing the Visa Application Form for Aliens to Study in China (form JW201 or JW202), the Admission Notice from the institutions and the Physical Examination Record of Aliens. For those who intend to study in China for less than 6 months, they can apply for F visas by bringing the Visa Application Form for Aliens to Study in China (form JW201 or JW202) and Admission Notice from the institutions. Those coming to China in groups for short-term study can apply for F group visas with the Invitation Letters or Telegrams from the authorized institutions.

Article 43 To study or have refresher courses at Chinese higher education institutions, aliens who hold foreign diplomatic passports, business passports, official passports or special passports, or come to China on Chinese diplomatic visa, business visa or courteous reception visas, shall deliver a note from diplomatic agencies of his/her own country declaring giving-up of privilege and immunity while study in China to China's provincial-level foreign affair department for approval, and then go to the entry-exit department of the public security bureaus to exchange for X or F visas with the approval of the foreign affairs department. Aliens, who hold foreign diplomatic passport, business passport, official passport or special passport and come to China with exemption of visas in accordance with bilateral agreements, shall switch to private passport and apply for X or F visas from the entry-exit department of the public security bureaus. Aliens who come to China with non-X or F visas on their private passport shall exchange for X or F visas at entry-exit department of the public security bureaus if they intend to study or have refresher courses at Chinese higher education institutions.
Foreign affair department and entry-exit department of the public security bureaus shall check the Visa Application Form for Aliens to Study in China (form JW201 or JW202), Admission Notice from the institutions and the Physical Examination Record of Aliens when dealing with the applications of the above-said personnel.
第四十四条外国留学生家属可以凭接受学校的邀请函，向我驻外使（领）馆申请“L”字签证来华陪读。公安机关出入境管理部门凭接受学校的公函，为外国留学生陪读家属办理签证延期，陪读家属在华停留期限不得超过外国留学生居留证的有效期限。
Article 44 Family members of the Foreign Students studying in China can apply for companion-study L visas from Chinese embassies and consulates abroad with the Invitation Letter of the schools. Upon arrival of the official letter from the school receiving the Foreign Student, the entry-exit department of the public security bureaus shall conduct the visa postponement for the companion-study family member of the Foreign Students. The term of the companion-study family member's stay in China can not surpass the validity period of the Foreign Student's residence certificate.
第四十五条学习时间在6个月以上的外国留学生来华后，必须在规定期限内到卫生检疫部门办理《外国人体格检查记录》确认手续。无法提供《外国人体格检查记录》者，必须在当地卫生检疫部门进行体检。经检查确认患有我国法律规定不准入境疾病者，应当立即离境回国。
Article 45 Foreign Students who arrive in China for study of more than 6 months shall go to the local hygiene and quarantine office for the confirmation of the Physical Examination Record of Aliens within the required period. Those failing to provide the Physical Examination Record of Aliens shall have physical checkup at the local hygiene and quarantine offices. Those who were confirmed to carry entry-forbidden diseases by Chinese laws shall leave China for home immediately.
第四十六条持“X”签证入境的外国留学生必须在自入境之日起30日内，向当地公安机关出入境管理部门申请办理《外国人居留证》。在学期间，如居留证上填写的项目有变更，必须在10日内到当地公安机关出入境管理部门办理变更手续。
Article 46 Foreign Students holding X visas to come to China must apply for Residence Certificate at the entry-exit department of the local public security bureaus within 30 days upon entering the Chinese territory. During the study period, any changes to the items at Residence Certificate must undergo modification procedure at the entry-exit department of the local public security bureaus within ten days.
第四十七条外国留学生转学至另一城市时，应当先在原居留地公安机关出入境管理部门办理迁出手续。到达迁入地后，必须于10日内到迁入地公安机关出入境管理部门办理迁入手续。
Article 47 Foreign Students, when transferring to another city for study, must first go to the entry-exit department of the local public security bureau to apply for a move-out formality. Upon arrival at the target city, they must go to the entry-exit department of the local public security bureau to go through a move-in formality within ten days.
第四十八条外国留学生在学期间临时出境，必须在出境前办理再入境手续。签证或居留证有效期满后仍需在华学习或停留的，必须在签证或居留证有效期满之前办理延期手续。
Article 48 Foreign Students, when undergoing a temporary exit during school time, must apply for a re-entry formality before exit. For those who intend for further study or stay in China after their visas or residence certificates expire, they must apply for postponement formality before their visas or residence certificates expire.
第四十九条外国留学生毕业、结业、肄业、退学后，必须在规定的时间内出境。对受到勒令退学或开除学籍处分的外国留学生，学校应当及时通知公安机关出入境管理部门。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。
Article 49 Foreign Students must exit within the scheduled time after they graduate from school, wind up their studies, graduate without a diploma, or quit school. When Foreign Students were ordered to quit school or dismissed of student status from the school roll, the higher education institutions should inform the entry-exit department of the local public security bureau in time. The entry-exit department of the local public security bureau will take over their Residence Certificate for Aliens or curtail their stay period in China in accordance with the law.

第一条为了保障中华人民共和国境内外国人的宗教信仰自由，维护社会公共利益，根据宪法，制定本规定。
Article 1 This regulation is laid down on the basis of Chinese Constitution, aiming to safeguard the religious freedom of foreigners in China, protecting the public security.
第二条中华人民共和国尊重在中国境内的外国人的宗教信仰自由，保护外国人在宗教方面同中国宗教界进行的友好往来和文化学术交流活动。
Article 2 Chinese government respects religious freedom of foreigners in China, and safeguards their friendly cultural or academic communication in religious field.
第三条外国人可以在中国境内的寺院、宫观、清真寺、教堂等宗教活动场所参加宗教活动。经省、自治区、直辖市以上宗教团体的邀请，外国人可以在中国宗教活动场所讲经、讲道。
Article 3 Foreigners have the right to take religious actions in temples, Taoist abbeys, mosques and churches. On the invitation of government of province or autonomous region or municipality directly under the Central Government, foreigners can give sermons.
第四条外国人可以在县级以上人民政府宗教事务部门认可的场所举行外国人参加的宗教活动。
Article 4 On the spots authorized by County or higher-level governments, foreigners can take part in the religious actions held by foreign community.
第五条外国人在中国境内，可以邀请中国宗教教职人员为其举行洗礼、婚礼、葬礼和道场法会等宗教仪式。
Article 5 Foreigners in China have the right to invite Chinese religious persons to hold baptism, wedding, funeral and sermon ceremony for them.
第六条外国人进入中国国境，可以携带本人自用的宗教印刷品、宗教音像制品和其他宗教用品；携带超出本人自用的宗教印刷品、宗教音像制品和其他宗教用品入境，按照中国海关的有关规定办理。
禁止携带有危害中国社会公共利益内容的宗教印刷品和宗教音像制品入境。
Article 6 Foreigners can enter China with religious press works and audio-videos products or other religious articles for personal use. Things for other use must be approved by Customs in China. Foreigners are forbidden to enter China with religious press works and audio-videos products which can jeopardize public interest of China.
第七条外国人在中国境内招收为培养宗教教职人员的留学人员或者到中国宗教院校留学和讲学，按照中国的有关规定办理。
Article 7 It must comply with China’s relative policies that foreigners admit and foster Chinese religious personnel, or study and have lectures in Chinese religious schools.
第八条外国人在中国境内进行宗教活动，应当遵守中国的法律、法规，不得在中国境内成立宗教组织、设立宗教办事机构、设立宗教活动场所或者开办宗教院校，不得在中国公民中发展教徒、委任宗教教职人员和进行其他传教活动。
Article 8 It must comply with China’s laws and rules that foreigners take religious activities. It is forbidden for them to establish religious organizations or bodies, to make activity spots, and to build religious schools. It is forbidden for them to develop followers, to mission clergymen or to have other spreading religious activities.
第九条外国人违反本规定进行宗教活动的，县级以上人民政府宗教事务部门和其他有关部门应当予以劝阻、制止；构成违反外国人入境出境管理行为或者治安管理行为的，由公安机关依法进行处罚；构成犯罪的，由司法机关依法追究刑事责任。
Article 9 The administrative sections of or above County level should correct or terminate foreigners’ religious activities against this regulation. The public security organs penalize by the law those activities against the entry regulation or public security regulation. The judicial authorities give criminal sanctions to those criminal activities.
第十条外国组织在中华人民共和国境内的宗教活动适用本规定。
Article 10 This regulation is applicable to the religious activities held by foreign organizations in China
第十一条侨居国外的中国公民在中国境内，台湾居民在大陆，香港、澳门居民在内地进行宗教活动，参照本规定执行。
Article 11 When taking religious activities in China for Chinese citizens residing abroad or on the mainland for residents from Taiwan Province, or in hinterland for residents from Hang Kong or Macao, they must abide by this regulation.
第十二条本规定由国务院宗教事务部门负责解释。
Article 12 The regulation is explained by the religion-administrative department of the State Council.
第十三条本规定自发布之日起施行。
Article 13 This regulation has its effects on the date of its promulgation.
